Job Overview: The Area GBV/PSEAH Analyst plays a crucial role in supporting the planning, implementation, monitoring, and coordination of Gender-Based Violence (GBV) and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) interventions in the designated duty station and surrounding areas. This position is vital for providing technical, operational, and coordination support to ensure high-quality, survivor-centered GBV programming and effective PSEAH safeguarding. The Analyst is responsible for ensuring safe reporting and referral pathways, compliance with standards, and capacity strengthening across UNFPA-supported programs and partners. The role contributes to enhancing inter-agency coordination, reinforcing accountability to affected populations, and ensuring alignment with UNFPA policies, humanitarian standards, and national frameworks. Duties and Responsibilities: The Area GBV/PSEAH Analyst is tasked with a comprehensive set of responsibilities, including:
Field Coordination and Programme Support (GBV): Coordinating the day-to-day implementation of UNFPA-supported GBV activities across the Herat Area, ensuring alignment with approved work plans and annual Country office priorities. Serving as the primary field-level focal point for GBV programming within the Herat Area Office coverage. Conducting regular field monitoring visits and providing technical support to implementing partners to ensure quality, survivor-centered services. Identifying implementation bottlenecks and coordinating timely follow-up actions with partners and the Country Office.
PSEAH Implementation and Compliance Support: Supporting the implementation of the Country Office PSEAH action plan at the area level. Assisting in SEA risk assessments and following up on mitigation measures with implementing partners. Monitoring partner compliance with safeguarding standards and supporting awareness-raising on reporting mechanisms and codes of conduct.
Field Coordination, PSEAH Engagement, and Reporting: Representing UNFPA in sub-national Protection and/or GBV coordination forums and relevant sectoral coordination forums across the Herat Area. Participating in inter-agency PSEA coordination mechanisms at the sub-national level, as designated by the Country Office. Supporting the dissemination and operationalization of inter-agency PSEA standards and referral pathways among implementing partners. Contributing to service mapping, referral pathway updates, and coordination of field-level responses. Supporting program monitoring, data tracking, and preparation of periodic updates for the Country Office. Performing any other duties as may be assigned by the supervisor or designated authority.

Education: An advanced university degree in a field of study relevant to UNFPA’s mandate, such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law, or other related fields.
Knowledge and Experience: At least two years of professional experience in GBV programming, protection, gender, or humanitarian response are required. Demonstrated experience in GBV prevention and response programming, including survivor-centered approaches, is desirable. Experience with PSEAH/safeguarding systems, risk mitigation, and partner compliance is highly desirable. Experience working with NGOs and community-based organizations in fragile or humanitarian settings is also desirable. Knowledge of inter-agency GBV guidelines, protection principles, and humanitarian coordination mechanisms is desirable.
Educational Background: Candidates must possess an advanced university degree in a relevant field that aligns with UNFPA’s mission. This includes disciplines such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law, or other related fields.
