Job Overview: The Fisheries Control and Monitoring Specialist will play a crucial role in enhancing the understanding of the current situation regarding the implementation of the Port State Measures Agreement (PSMA) in Vietnam. The incumbent will be tasked with formulating a National Strategy and Action Plan (NSAP) that addresses flag, coastal, port, and market State responsibilities in combating illegal, unreported, and unregulated (IUU) fishing. This position requires a comprehensive approach to data collection, analysis, and stakeholder engagement to ensure effective implementation of the PSMA. The specialist will work closely with international consultants and various stakeholders to assess the existing legal and regulatory frameworks and develop actionable strategies to improve fisheries management in Vietnam.
Duties and Responsibilities: The incumbent will be responsible for a range of tasks, including:
Providing a comprehensive overview of Vietnam's fisheries sector to inform project activities.
Offering inputs to assist international consultants in understanding the legal and regulatory framework for PSMA implementation and combating IUU fishing in Vietnam.
Supporting the formulation of a PSMA implementation assessment and other systems aimed at combatting IUU fishing.
Organizing consultative workshops with stakeholders to gather insights and foster collaboration.
Assisting international consultants in developing reports related to the project objectives.
Supporting the development of the National Strategy and Action Plan (NSAP) that encompasses flag, coastal, port, and market State responsibilities for combatting IUU fishing.
Performing other relevant tasks as required to ensure the successful execution of the project.
Required Qualifications: Candidates must meet the following minimum requirements:
A high-level academic degree (Masters or PhD) in Fisheries or a related field.
A minimum of 10 years of progressively responsible professional experience in the fisheries sector or a related field in Vietnam.
A working knowledge of English (level C) and an excellent command of Vietnamese.
Candidates must be nationals of Vietnam or residents of the country with a valid work permit.
Educational Background: The position requires a high-level academic degree, specifically a Masters or PhD in Fisheries or a closely related field. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical understanding of fisheries management and related disciplines.
Experience: The ideal candidate should have at least 10 years of progressively responsible professional experience in the fisheries sector or a related field within Vietnam. This extensive experience is crucial for understanding the complexities of fisheries management and the specific challenges faced in the region, particularly in relation to IUU fishing and the implementation of the PSMA.
Languages: The mandatory language requirement for this position is a working knowledge of English at level C, alongside an excellent command of Vietnamese. Proficiency in both languages is essential for effective communication with stakeholders and for the successful execution of project tasks.
