Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer (Rural Infrastructure) position is crucial for the successful implementation of a project aimed at strengthening the resilience and sustainable livelihood systems of smallholder farmers in the provinces of Kasai Central and Uvira in the Democratic Republic of Congo. This role involves providing technical support for the design, implementation, and monitoring of rural infrastructure works, which are essential for improving food and nutrition security" style="border-bottom: 1px dotted #007bff !important;">security, enhancing community resilience, and promoting social cohesion. The engineer will work closely with various stakeholders, including local communities, contractors, and government entities, to ensure that infrastructure projects are executed effectively and meet the needs of the beneficiaries. The position requires a proactive approach to problem-solving and the ability to adapt to the dynamic challenges faced in the field. The successful candidate will be expected to contribute to the overall objectives of the project by ensuring that infrastructure developments align with WFP's mission and values, ultimately leading to improved livelihoods for smallholder farmers and their communities.

Duties and Responsibilities:
The Civil Engineer will be responsible for a wide range of duties, including but not limited to:
  • Providing technical support for the design and implementation of rural infrastructure projects, such as the rehabilitation of agricultural access roads, storage facilities, markets, and literacy centers.
  • Assisting in identifying assets for rehabilitation within the framework of food aid for asset creation (FFA) activities and complex construction projects.
  • Preparing technical drawings and specifications for the work to be carried out and collaborating with civil engineers from the country office and headquarters to select execution partners.
  • Contributing to the preparation of tender documents, including bills of quantities, drawings, and specifications, for civil engineering projects.
  • Conducting technical analyses of partners' bids to ensure compliance with specifications outlined in the calls for tenders.
  • Reviewing payment documents for contractors and partners to ensure accuracy and compliance.
  • Visiting and conducting technical analyses for new construction sites and providing detailed reports to supervisors.
  • Ensuring regular monitoring of the achievements of beneficiary associations/groups and contractors in the field, addressing any issues that arise, and formulating corrective measures as needed.
  • Providing weekly technical reports to the civil engineer of the country and area office and managing project documentation to ensure compliance with national and international regulations. 1
  • Assisting in organizing field visits with partners, donors, and government representatives. 1
  • Participating in planning and management meetings with beneficiary associations and groups, offering guidance as necessary. 1
  • Assisting the coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team in preparing and distributing various documents, including meeting minutes and newsletters. 1
  • Performing any other tasks assigned by superiors as required.

Required Qualifications:
To be considered for this position, candidates must meet the following qualifications:
  • Hold a Diploma in civil engineering, rural engineering, public works, architecture, or a related field.
  • Possess five (5) years of professional experience, including at least three (3) years in infrastructure project management.
  • Experience in supporting infrastructure for small agricultural producers is considered an asset.
  • Demonstrated ability to work collaboratively with diverse teams and stakeholders in challenging environments.
  • Strong analytical and problem-solving skills, with a focus on delivering results in a timely manner.

Educational Background:
Candidates must have a Diploma in civil engineering, rural engineering, public works, architecture, or any other related field. This educational background is essential for understanding the technical aspects of infrastructure development and ensuring that projects are designed and executed to meet the necessary standards and requirements.

Experience:
The position requires a minimum of five (5) years of professional experience, with at least three (3) years specifically in infrastructure project management. This experience should include a proven track record of successfully managing projects from conception through to completion, particularly in the context of rural infrastructure and agricultural development. Familiarity with the challenges faced by smallholder farmers and the ability to navigate complex project environments will be highly beneficial.

Languages:
Fluency in French (Level C) is mandatory, along with a good knowledge of English (Level B). Knowledge of national languages such as Lingala and Swahili is considered an asset, as it will facilitate communication with local communities and stakeholders in the project areas.

Additional Notes:
This position is offered on a short-term contract basis for a duration of six (6) months. The role is classified at the SSA8 level within the WFP structure, indicating a mid-level position that requires specialized skills and experience.
