Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Officer plays a crucial role in the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Morocco. This position is responsible for maintaining and implementing the monitoring and evaluation processes of the project, ensuring that performance indicators and data related to outcomes, achievements, and impact are accurately prepared and collected. The MEL Officer will train program staff, provide technical support and guidance, draft technical materials, and implement monitoring and evaluation initiatives. The role also involves creating scientific or technical materials relevant to STRIDES, evaluating programmatic effectiveness, and providing administrative support for core project operations. The MEL Officer will be instrumental in supporting training and capacity strengthening for monitoring and evaluation, ensuring the smooth functioning of STRIDES monitoring and evaluation systems.

Duties and Responsibilities:
The MEL Officer will assist in providing technical support in the development and dissemination of tools, materials, reports, and interventions for projects. They will conduct quality control and assurance, perform literature searches, and contribute to the development and sharing of lessons and best practices. The officer will work closely with the assigned team to ensure activities are implemented according to standard operating procedures (SOPs), monitor and maintain protocols, instruments, data sets, manuals, training materials, and reports. They will participate in client and funder meetings, prepare Requests for Proposals, and respond to inquiries from internal and external staff. The MEL Officer will support the preparation of quarterly and annual reports, write and edit technical documents, gather necessary data for reports, and assist with technical troubleshooting and data analysis. They will ensure proper documentation and reporting of services rendered to clients and compile technical content for various documentation.

Required Qualifications:
Candidates must demonstrate proficiency with database management software and online search tools. They should possess sensitivity to cultural diversity and an understanding of political, contextual, and ethical issues in assigned areas. Strong communication skills, both oral and written, are essential, along with excellent organizational and analytical skills. Candidates should have a basic working knowledge of concepts and practices related to providing technical support for research studies, data visualization skills, and the ability to analyze and interpret data. Proficiency in Microsoft Office Suite is required, and candidates must be able to solve problems and implement corrective actions as needed.

Educational Background:
A Bachelor's Degree or its international equivalent in Public Health, Data Science, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of monitoring and evaluation in public health projects.

Experience:
Typically, candidates should have at least 2+ years of relevant experience in managing data collection, monitoring, evaluation, and capacity strengthening within the country. Experience in providing technical assistance in a non-governmental organization (NGO), government agency, or private company is preferred. This experience is crucial for understanding the operational and strategic aspects of the role.

Languages:
Fluency in French and Arabic is mandatory, with a working knowledge of English preferred. This language proficiency is essential for effective communication with diverse stakeholders and for the preparation of technical documents and reports.

Additional Notes:
The position is based in a typical office environment, requiring the ability to spend long hours looking at a computer screen and performing repetitive tasks. The role may involve domestic travel up to 25%. The expected hiring salary range for this role is MAD 160,000 - 220,000 annually.
