Job Overview: The Finance Manager plays a crucial role in ensuring effective financial stewardship and accountability within the organization. This position is responsible for managing financial processes in alignment with CRS and donor policies, as well as local laws. The Finance Manager will oversee the entire project cycle, from design to close-out, ensuring compliance with Generally Accepted Accounting Principles (GAAP) and legal requirements. The role involves proactive service delivery to managers and staff, guiding them in budget development and management, and ensuring the integrity of financial data. The Finance Manager will also lead a finance team, fostering a collaborative environment and providing coaching and development opportunities. Duties and Responsibilities: The Finance Manager will develop, implement, and manage financial processes in accordance with CRS and donor policies. Key responsibilities include providing advice and support to project managers and staff regarding financial management throughout the project lifecycle. The incumbent will coordinate budget development and management, ensuring accuracy and consistency of financial data. They will maintain supporting documentation and ensure it is stored in a reliable audit trail. The Finance Manager will prepare financial data and analysis for decision-making, manage the finance team, and oversee performance reporting procedures. Additionally, the role involves assessing the financial management capacity of staff and subrecipients, leading efforts to address audit findings, and ensuring compliance with financial regulations.
Required Qualifications: Candidates must possess a Bachelor’s degree in Accounting, Finance, Economics, Business Administration, or a related field with courses in accounting. A professional certification in Accounting (CPA/ACCA or equivalent) is preferred. The position requires a minimum of 6 years of experience in a similar role, with substantial experience in budgeting, budget analysis, and accounting. Strong analytical skills, the ability to make sound judgments, and excellent planning and organizational skills are essential. Candidates should demonstrate ethical behavior and the ability to work collaboratively in diverse cultural contexts.
Educational Background: A Bachelor’s degree in Accounting, Finance, Economics, Business Administration, or a related field is required. A Master’s degree with a focus on Accounting and a professional certification in Accounting or a related field are preferred qualifications. Candidates should have completed relevant coursework in accounting and finance to ensure a strong foundational knowledge for the role.
Experience: The Finance Manager should have at least 6 years of experience in a similar position, with a strong background in budgeting, financial analysis, and accounting practices. Experience working in an international NGO, particularly in humanitarian contexts, is highly desirable. Familiarity with public donor regulations, including those from the US Government, EU/ECHO, and UN agencies, is also beneficial. Candidates should have experience managing a team of finance professionals and be adept at navigating complex financial environments.
Languages: Proficiency in English (verbal and written) is mandatory. Additionally, candidates should be proficient in at least one of the following languages: French, Spanish, or Arabic. This multilingual capability is essential for effective communication in diverse contexts and with various stakeholders.
Additional Notes: The position is expected to last for 18 months, tentatively from July 1, 2026, to December 31, 2027, and is contingent on funding. The role may require travel up to 50%, and candidates should be prepared to work in challenging environments.
