Job Overview: The Programme Officer (P-2) position at UNICEF involves providing technical assistance and professional support in the design, planning, implementation, management, and evaluation of programs aimed at advancing UNICEF's goals and objectives. Duties and Responsibilities: The duties and responsibilities of the Programme Officer include:
Knowledge Management for Programmes: Ensuring that knowledge is effectively captured, shared, and utilized to enhance program outcomes.
Programme Development and Management: Leading the development and management of programs that align with UNICEF's strategic objectives.
Optimum Use Of Program Funds: Ensuring that program funds are utilized efficiently and effectively to achieve desired outcomes.
Programme Monitoring and Evaluation: Implementing robust monitoring and evaluation frameworks to assess program performance and impact.
Rights-Based and Results-Based Programme Management Approach: Adopting a rights-based approach to program management that focuses on achieving measurable results for children.
National and Local Capacity Building/Sustainability: Supporting the development of local capacities to ensure the sustainability of programs.
Rights Perspective and Advocacy at the National, Community and Family Levels: Advocating for children's rights and promoting awareness at various levels of society.
Partnership, Coordination and Collaboration: Building and maintaining partnerships with stakeholders to enhance program effectiveness and reach.
Required Qualifications: To qualify for the Programme Officer position, candidates must meet the following minimum requirements:
Work Experience: A minimum of two years of relevant professional work experience is required, demonstrating a solid understanding of program design, implementation, and management.
Language Requirements: Fluency in French and an intermediate level of English are required. Desirable qualifications include knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language, as well as experience in multisectoral project/program coordination.
Educational Background: Candidates must possess a Bachelor’s degree or an equivalent qualification in relevant fields such as Social Science, International Business Relations, Public Administration, International Relations, Public Policy, Social Policy, Social Development, Community Development, or Government. This educational background is essential for understanding the complexities of program management and the rights of children.
Experience: The position requires a minimum of two years of relevant professional work experience. This experience should ideally include program design, implementation, and coordination, particularly in multisectoral projects. Relevant experience at the country level, especially in development, fragile settings, and humanitarian contexts, is considered an asset and will enhance the candidate's suitability for the role.
Languages: Fluency in French is mandatory, along with an intermediate level of English. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is considered an asset and may enhance communication and program effectiveness in diverse contexts.
