Job Overview:
The Consultant – Technical Analyst (NCW) will provide essential technical support to the National Commission on Women in Sri Lanka, focusing on operationalizing its mandate under the Women Empowerment Act No. 37 of 202
  • This role involves translating the Commission's statutory mandate into practical institutional systems, including the development of a Strategic Framework and Onboarding Plan, internal policies, and procedures. The consultant will also be responsible for creating preliminary complaints, inquiry, referral, monitoring, and reporting mechanisms. The position requires providing gender-responsive and feminist technical inputs to support policy and legal reviews, research, public inquiries, stakeholder engagement, and institutional coordination. The consultant will develop tools, templates, protocols, and analytical products necessary for the Commission's functioning, ensuring alignment with feminist, rights-based, survivor-centered, and gender-responsive principles. The consultant is expected to work full-time from June 15, 2026, to December 15, 2026, primarily at the National Commission on Women’s Office in Colombo, Sri Lanka, with potential travel to field locations as required.

Duties and Responsibilities:
  • Support the development of the Commission’s operating model and institutional systems, including the Strategic Framework and Onboarding Plan, internal policies, guidelines, and documentation for thematic committees.
  • Develop preliminary complaints, inquiry, and accountability systems, including protocols for handling complaints related to discrimination and gender-based violence.
  • Support policy, legal review, research, and thematic analysis functions by reviewing documents through a gendered lens and developing feminist analyses on key issues affecting women in Sri Lanka.
  • Support stakeholder engagement and partnerships by mapping key institutions and developing coordination modalities and referral pathways.
  • Assist in public outreach and communications by identifying priority messages and developing inclusive communication approaches for diverse audiences. The consultant will be accountable for timely submission of reports detailing tasks undertaken for UN Women Sri Lanka Office on a monthly basis.

Required Qualifications:
The position requires a Master’s degree in law, Public Policy, Gender Studies, Social Science, or related fields. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must have a minimum of 2 years of progressively responsible experience in policy and/or legal advocacy and research in gender equality, women’s rights, human rights, governance, or related areas. Experience in developing strategic frameworks, institutional plans, and policies is essential, along with experience in gender analysis and stakeholder engagement. Proficiency in Microsoft Office and web-based management systems is required, and experience providing technical support to government institutions is an asset.

Educational Background:
Candidates must possess a Master’s degree in law, Public Policy, Gender Studies, Social Science, or similar fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of gender equality and women's rights, as well as the legal frameworks that govern these issues.

Experience:
The position requires a minimum of 2 years of progressively responsible experience in relevant fields such as policy and legal advocacy, gender equality, and institutional development. Candidates should have experience in developing strategic frameworks and institutional documents, conducting gender analysis, and engaging with stakeholders, including government and civil society organizations. Experience in preparing high-quality reports and documentation is also necessary, along with familiarity with Microsoft Office and web-based systems.

Languages:
Proficiency in English is mandatory, along with a local language (Sinhala and/or Tamil). This linguistic capability is essential for effective communication with diverse stakeholders and for ensuring that outreach and engagement efforts are accessible to all communities.

  • The consultant will primarily work at the National Commission on Women’s Office in Colombo, Sri Lanka, and may need to travel to field locations as required. Payments will be based on the completion of tasks and will be processed upon submission of completion reports approved by the Head of Office of UN Women Sri Lanka. Reimbursement for mobile and internet bills, printing, stationery, and travel costs may be available upon prior approval.
