Job Overview: The consultant will work under the direction of the Cluster Coordinator in Kyiv, focusing on maintaining strong relationships with partners, health authorities, and government departments. The role involves facilitating the exchange of information within the health cluster to support coordination and accountability. The consultant will interact with various stakeholders and coordination platforms, gathering and disseminating data to enhance local coordination efforts. Given the ongoing humanitarian crisis in Ukraine, the consultant's work will be crucial in ensuring that essential health services are delivered to vulnerable populations in frontline areas. The consultant will support the Health Cluster's operational activities under the 2026 Humanitarian Needs and Response Plan (HNRP), collaborating closely with partners to ensure effective reporting, coordination, and implementation of health assistance.
Duties and Responsibilities:
Update and share the daily presence roster of cluster partners in the South Hub, including during displacements, on a weekly basis.
Attend monthly ABC meetings and contribute to discussions.
Translate 2-3 pages of cluster-produced documents weekly from English to Ukrainian, including infographics and summary inputs for partners.
Provide written material for Public Health Information materials, delivering two outputs per month based on hub data.
Update the contact list of all active partners in hub oblasts monthly for inclusion in the master Health Cluster list.
Conduct 10 orientation sessions for new partners/representatives on cluster tools and resources.
Collect information from cluster partners and UN agencies weekly to support decision-making.
Compile and present summary briefs at six subnational health cluster meetings biweekly.
Participate in monthly meetings with oblast health departments. 1
Join two partner supportive supervision visits per month. 1
Engage with local volunteers/civil society to identify support opportunities and discuss three requests monthly. 1
Share monthly health cluster bulletins with oblast authorities. 1
Produce two reports/minutes per month from meetings with partners in English/Ukrainian. 1
Collect feedback from partners and archive monthly feedback from monitored partner projects. 1
Provide weekly updates according to the work plan for assigned tasks.
Required Qualifications: Essential qualifications include a Bachelor’s degree in medicine, social sciences, or a related field. The candidate must possess at least 2 years of relevant experience with local health institutions, preferably in administration or coordination, or within civil society and/or humanitarian organizations. Desirable qualifications include experience in humanitarian response in Ukraine and knowledge of humanitarian principles.
Educational Background: Candidates must have a Bachelor’s degree in medicine, social sciences, or a related field. This educational background is essential for understanding the complexities of health systems and humanitarian responses in crisis situations.
Experience: The position requires at least 2 years of relevant experience, particularly with local health institutions, in roles related to administration, coordination, or within civil society and humanitarian organizations. Experience in the humanitarian response in Ukraine is highly desirable, as is familiarity with humanitarian principles and practices.
Languages: Expert written and spoken proficiency in both English and Ukrainian is essential for this position. This bilingual requirement is crucial for effective communication with partners and stakeholders in the health cluster.

The consultant will be based in Odessa and will be required to travel as needed. The total contract value is USD 19,092.00, with a monthly rate of USD 3,182.00 based on 20 working days per month. Payment will be made monthly upon provision of a Technical Report and approval from the Responsible Office.
