Job Overview:
The Humanitarian and Recovery Coordinator (HRC) plays a pivotal role in the UNFPA Country Office in Ukraine, serving as a key interlocutor between the Country Office (CO) and the Operational Hubs (Op-hubs) located in Dnipro and Odessa. This position is essential for maintaining a strong field presence and responding effectively to emerging humanitarian needs. The HRC is responsible for integrating humanitarian emergency responses with early recovery initiatives, ensuring that interventions in Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) transition smoothly into sustainable development frameworks. The role requires championing the Nexus programming, managing Implementing Partners (IPs) at the sub-national level, and fostering collaboration with local and regional government authorities. The HRC will coordinate humanitarian operations, support recovery and nexus planning, and ensure alignment with UNFPA’s strategic objectives of demographic resilience, social cohesion, and evidence-based policymaking.

Duties and Responsibilities:
The HRC will be responsible for several key duties, including:
  • Coordination and Representation: Positioning UNFPA as a key humanitarian and recovery actor in the Op-hub area, strengthening coordination with local authorities, UN agencies, and humanitarian actors to ensure an integrated and effective response. Leading UNFPA teams in the area to ensure the effective delivery of integrated humanitarian and recovery programs that align with the Country Programme Document (CPD) strategic objectives.
  • Nexus and Recovery Planning: Collaborating with regional partners and UNFPA staff in Kyiv to enhance nexus and recovery planning, ensuring that emergency responses transition smoothly into recovery efforts aligned with long-term development goals.
  • Programmatic and Operational Support: Supporting the shift from direct service provision to greater institutionalization and sustainability in support of Local Government Authorities and other actors, while aligning efforts with the strategic priorities of the 2025-2029 CPD. Regularly updating emergency preparedness plans in coordination with the Humanitarian Coordination Team and relevant clusters, ensuring readiness to respond to evolving needs.
  • Supervision and Oversight: Providing oversight and guidance to hub-office teams, ensuring effective regional coordination and alignment with CPD objectives. Maintaining regular communication with the Country Office in Kyiv and other regional hubs.
  • Building and Sustaining Partnerships: Facilitating inter-agency multi-sectoral GBV and SRH working groups at the sub-national level, promoting the integration of these services across sectors.
  • Strategic Planning, Knowledge Management, and Communication: Implementing and reviewing Standard Operating Procedures (SOPs) throughout the emergency response, documenting lessons learned, preparing briefing notes, and supporting the orientation of new staff. Writing monthly reports documenting progress against work plan outputs and performing other duties as required.

Required Qualifications:
Candidates must possess an advanced degree in development, humanitarian assistance, public health, social sciences, or related fields. They should have at least 7 years of relevant experience in humanitarian affairs, emergency and recovery coordination, with proven management, coordination, and program development skills. Strong communication, networking, and organizational abilities are essential, along with experience in UN humanitarian and recovery operations. A strong track record in people management and leading multi-disciplinary teams across remote locations is required. Knowledge of UNFPA’s mandate, particularly in SRH and GBV programming, is considered an asset.

Educational Background:
An advanced degree in development, humanitarian assistance, public health, social sciences, or other related fields is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage humanitarian and recovery operations.

Experience:
Candidates should have a minimum of 7 years of relevant experience in humanitarian affairs, emergency and recovery coordination. This experience should include proven management, coordination, and program development skills, as well as a strong track record in people management and leading multi-disciplinary teams across remote locations. Experience in UN humanitarian and recovery operations, particularly in the region, is highly desirable.

Languages:
Fluency in English is required for this position, as it is essential for effective communication and coordination with various stakeholders. Proficiency in Ukrainian is considered an asset, as it would facilitate better engagement with local authorities and communities.
