Job Overview:
The Laboratory Officer will be based in Cotonou, Benin, and will work closely with the program team to fulfill various responsibilities aimed at strengthening laboratory networks and infrastructure essential for epidemic detection and response. This role is crucial in ensuring rapid detection and confirmation of priority pathogens during public health emergencies. The Laboratory Officer will support the implementation of interventions to prepare laboratories for accreditation by national bodies, collaborate with national laboratory teams to implement targeted quality improvement interventions, and ensure compliance with national work plan priorities. The position requires a proactive approach to enhancing diagnostic capabilities and ensuring that all activities reflect locally identified needs through stakeholder participation. The Laboratory Officer will also contribute to the development of strategic plans and standard operating procedures (SOPs) for the national diagnostic network, monitor progress in strengthening diagnostic networks, and assist laboratories in preparing for accreditation with recognized accreditation bodies.

Duties and Responsibilities:
The Laboratory Officer will provide technical assistance to strengthen national diagnostic networks and laboratory infrastructure, which are critical for epidemic detection and response. Responsibilities include: 1) Assisting national stakeholders in ensuring rapid detection and confirmation of priority pathogens during public health emergencies; 2) Supporting the implementation of interventions to prepare laboratories for accreditation by national bodies; 3) Collaborating with national laboratory teams to implement targeted quality improvement interventions; 4) Providing technical assistance to laboratories to ensure diagnostic readiness and enhance their capacity for routine testing and outbreak investigations; 5) Ensuring all activities align with national work plan priorities and reflect locally identified needs; 6) Liaising with the EpiC laboratory advisor and other project team members to provide relevant technical support; 7) Assisting stakeholders in developing or updating strategic plans, SOPs, and policies for the national diagnostic network; 8) Monitoring and reporting on progress in strengthening the diagnostic network according to the approved national work plan; 9) Supporting capacity building for stakeholders and local leaders in diagnostics; 10) Assisting in the design and implementation of diagnostic facility assessments and quality improvement initiatives; 11) Helping laboratories prepare for accreditation with recognized bodies; 12) Coordinating with EpiC teams in other countries to ensure synergies and experience sharing; 13) Contributing to the preparation of required reports; 14) Performing other assigned tasks as needed.

Required Qualifications:
Candidates must possess a license or equivalent degree in clinical diagnostics or a related field. A minimum of six years of relevant experience in strengthening diagnostic systems and capacities within the country is required. Candidates should have experience in infectious disease diagnostics, including specific hands-on experience in diagnostics. Knowledge of current diagnostic methods for infectious diseases, including point-of-care testing, is essential. Familiarity with laboratory strengthening to meet international quality standards, such as ISO 15189 and/or SLMTA/SLIPTA, is also required. Previous work experience with NGOs, government agencies, or private organizations is preferred, along with experience in developing or managing international programs. Excellent written and oral communication skills in French are mandatory, while proficiency in English is an asset.

Educational Background:
The position requires a license or equivalent degree in clinical diagnostics or a related field. Candidates should have a strong educational background that supports their expertise in laboratory diagnostics and public health.

Experience:
The ideal candidate should have at least six years of relevant experience in the field of diagnostic systems and capacity strengthening. This experience should include practical knowledge of infectious disease diagnostics and familiarity with laboratory accreditation processes. Previous experience working in an NGO, government agency, or private organization is highly desirable, particularly in international program development or management.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication. Proficiency in English is considered a valuable asset and may enhance the candidate's ability to collaborate with international teams and stakeholders.
