Job Overview: The Programme Specialist - Health Systems Strengthening (PS-HSS) will play a crucial role in providing programmatic and technical assistance within UNFPA and in collaboration with relevant health sector stakeholders. This position is vital for ensuring that the UNFPA Country Offices in Nigeria are equipped to provide evidence-based policy and strategic advice to improve sexual and reproductive health (SRH), family planning (FP), and maternal and newborn health. The PS-HSS will lead efforts to integrate family planning into universal health coverage processes and policies, ensuring that reproductive health services are accessible and effective. This role requires a strategic approach to health systems strengthening, health policy, and health financing, with a focus on achieving UNFPA's transformative results.
Duties and Responsibilities: The Programme Specialist - Health Systems Strengthening will be responsible for leading the development of strategic and technical guidance on SRH policies and frameworks. Key responsibilities include identifying strategic actions and high-impact practices, integrating family planning into health coverage processes, providing strategic input for health systems strengthening indicators, and representing UNFPA in health sector meetings. The PS-HSS will also support collaborative relationships with government counterparts, UN agencies, and civil society organizations to facilitate successful program delivery. This role requires a deep understanding of health systems and the ability to advocate for SRH issues in policy and technical forums.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or higher) in Public Health, Health Economy, Medicine, Social Sciences, or a related field. A minimum of 7 years of progressively responsible professional experience in maternal and newborn health, SRHR, and health system strengthening is required. Candidates should have a strong understanding of family planning, contraceptive technology, and gender-based violence, along with demonstrated expertise in policy engagement and health systems strengthening. Strong analytical, project management, and advocacy skills are essential, as well as the ability to build partnerships and work collaboratively with diverse stakeholders.
Educational Background: An advanced university degree (Master’s or higher) in relevant fields such as Public Health, Health Economy, Medicine, or Social Sciences is required for this position. This educational background is crucial for understanding the complexities of health systems and the various factors that influence sexual and reproductive health outcomes.
Experience: Candidates should have at least 7 years of increasingly responsible professional experience in areas related to maternal and newborn health, sexual and reproductive health rights, and health system strengthening. This experience should include direct engagement with health systems and public expenditure management, as well as a proven track record of producing demonstrable results in health-related initiatives.
Languages: Proficiency in both written and spoken English is mandatory for this position. Knowledge of local languages is considered an asset, as it can enhance communication and engagement with local communities and stakeholders.
Additional Notes: This position is a full-time temporary appointment with a duration of 364 days. It is specifically open to Nigerian nationals, and there is no expectancy of renewal in accordance with UN staff regulations.
