Job Overview: The Senior Operations Officer position at the WBG in Malabo is critical for providing quasi-managerial office and program support to the Resident Representation. This role involves working closely with the WBG Resident Representative to address the country’s development needs and global challenges through effective collaboration and coordination. The officer will be responsible for operationalizing the WBG program in Equatorial Guinea, maintaining relationships with government officials and development partners, and supporting the preparation of strategy documents and reports. The position requires a deep understanding of the country’s economic and political landscape, as well as the ability to build partnerships with key stakeholders to enhance the impact of the WBG’s initiatives. The officer will also assist in the daily management of the Country Office and ensure that all communications and reports are prepared and delivered in a timely manner.
Duties and Responsibilities: The Senior Operations Officer will have a wide range of responsibilities, including: developing and maintaining an understanding of the country’s economic and political issues; serving as the primary point of contact for operationalizing the WBG program; building partnerships with public and private stakeholders; supporting the preparation of visiting missions and organizing logistics; assisting in the update and preparation of WBG strategy documents; reviewing and preparing various reports; overseeing outgoing communications; maintaining a structured database of clients; and assisting in the overall strategy formulation for the WBG program. Additionally, the officer will support the day-to-day oversight of the WBG program, conduct periodic reviews of outputs, negotiate with clients on sensitive issues, and develop a pipeline of financing and investment opportunities. The officer will also be responsible for preparing strategy papers, briefs, and promotional materials, and fulfilling other duties as required by the WBG.
Required Qualifications: Candidates must possess a minimum of a Master’s degree in Business Administration, Management, Economics, or a related field. A doctoral degree (Ph.D.) or dual-graduate degree is considered a plus. Additionally, a minimum of 8 years of relevant work experience is required, preferably in a multilateral development institution or the private sector. Candidates should demonstrate the ability to represent the institution externally, think creatively about investment opportunities, and maintain strong relationships with stakeholders. Proficiency in information technology and analytical tools is essential, along with excellent references and a track record of managing complex situations and leading multi-cultural teams.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as Business Administration, Management, or Economics. A doctoral degree or dual-graduate degree is advantageous, indicating a higher level of expertise and knowledge in the field.
Experience: The position requires a minimum of 8 years of relevant work experience, ideally within a multilateral development institution or the private sector. Candidates should have a proven track record of managing complex projects and relationships, as well as experience in business development and investment opportunities.
Languages: Fluency in English and Spanish is mandatory, both spoken and written. Additionally, fluency in French is highly valued and considered a preferred language for this position.
Additional Notes: This position is an Extended Term Consultancy with a contract duration of 1 year. The recruitment is international, and the role is full-time.
