Job Overview: The Economic Recovery Project Officer is responsible for implementing economic recovery activities and providing technical assistance to local partners. This role is crucial in ensuring that project objectives and outputs are met, while also coordinating with other agencies, international NGOs (INGOs), and local NGOs in the target area of Kachin State. The officer will conduct field visits to identify livelihood needs, mobilize target communities, and develop plans to achieve assigned targets. The position requires effective collaboration with various teams within the organization, including finance, supply chain, and HR, to ensure successful implementation of economic recovery activities such as cash and voucher assistance (CVA), agriculture, livestock, and financial inclusion initiatives. The officer will also contribute to funding proposals and donor reports by providing local data and insights.
Duties and Responsibilities: The Economic Recovery Project Officer will have a comprehensive set of responsibilities, including:
Implementing the Economic Recovery program by conducting regular field visits to IDP camps and conflict-affected communities to assess livelihood needs and opportunities.
Mobilizing target communities and forming project management committees.
Developing yearly and monthly plans for assigned targets.
Coordinating with other sectoral teams within and outside the organization as necessary.
Working effectively with finance, supply chain, and HR teams to ensure successful activity implementation.
Implementing various economic recovery activities, including CVA, agriculture, livestock, income-generating activities (IGAs), and financial inclusion initiatives.
Acting as the focal person for economic recovery activities in the area.
Assisting in joint monitoring visits with other implementing partners.
Facilitating logistics and procurement requirements in a timely manner. 1
Contributing to funding proposals and donor reports by providing local data and information. 1
Assisting the Economic Recovery Project Manager (EcRec PM) in developing monthly cash forecasts and monitoring program budgets. 1
Ensuring compliance with DRC standards and guidelines. 1
Recording and updating activity and output data in project databases. 1
Conducting field visits to monitor progress and collect success stories. 1
Coordinating regular team planning and review meetings. 1
Acting as a technical focal point for local partners and other humanitarian organizations. 1
Establishing and maintaining relationships with community representatives and government counterparts.
Required Qualifications: Candidates must possess a bachelor's degree in a relevant field such as business management, agriculture, or animal science. Relevant educational or professional backgrounds in rural or urban livelihood fields are preferred. A strong understanding of Livelihoods or the Sustainable Livelihoods Framework (SLF) is essential. Previous humanitarian experience with INGOs or local NGOs is required, along with at least two years of experience in similar positions. Candidates should have experience in implementing and monitoring livelihood programs, including CVA and agriculture-based activities, and should be adept at reporting on program activities in a timely and professional manner. Experience in supporting local partners and providing technical assistance is also necessary.
Educational Background: The position requires a bachelor's degree in a relevant field such as business management, agriculture, or animal science. Candidates with relevant educational backgrounds in rural or urban livelihood fields, including income-generating activities and vocational skills training, will be preferred. A solid understanding of the Livelihoods or Sustainable Livelihoods Framework is also important for this role.
Experience: Candidates should have a minimum of two years of relevant experience in similar positions, particularly in implementing and monitoring livelihood programs. Experience in working with local partners and providing technical support and capacity building is essential. Familiarity with the local context in Kachin and experience in hard-to-reach locations will be advantageous. Previous humanitarian experience with INGOs or local NGOs is also required.
Languages: Fluency in Myanmar and Kachin languages is preferred, with a minimum intermediate level of English skills required. Proficiency in these languages will facilitate effective communication with local communities and partners.
Additional Notes: The contract offered will be a DRC Regular contract, including a three-month probation period. The contract is renewable based on funding and performance. The position falls within Employment Band H, which is a non-management level. Salary and conditions will be in accordance with DRC’s Terms of Employment.
