Job Overview:
The position of Asistente técnico de transferencias monetarias is crucial for providing technical and operational support in the implementation of projects that utilize cash transfers as a form of assistance. The role involves participating in feasibility assessments for cash transfer usage, identifying and characterizing participants, executing programmatic activities, and managing information related to these projects. The assistant will also contribute to monitoring humanitarian assistance actions implemented in assigned projects, ensuring compliance with NRC policies and guidelines. This position requires a proactive approach to problem-solving and the ability to work effectively within a team to achieve project objectives.

Duties and Responsibilities:
The Asistente técnico de transferencias monetarias will be responsible for ensuring compliance with NRC policies, tools, manuals, and guidelines. Key responsibilities include supporting the implementation of project portfolios according to action plans, organizing and executing tasks based on priorities and standards, and developing knowledge in the area of specialization to enhance support effectiveness. The assistant will resolve daily issues according to agreed procedures, prepare reports as required by supervisors, and ensure proper documentation filing. Specific duties include executing activities in the intervention area according to established quality parameters, providing technical guidance to team members and project participants, actively participating in field assessments, and supporting participant identification processes. The assistant will also collect data for monitoring and evaluation systems, maintain relationships with local communities, and ensure effective communication with partners to avoid duplication of efforts. Additionally, the assistant will generate weekly and monthly reports on project progress, budget execution, and payment statuses, while identifying opportunities for operational improvements based on daily experiences and feedback.

Required Qualifications:
Candidates must possess a minimum of one year of experience as a Technical Assistant in humanitarian contexts. A background in social sciences, human sciences, economics, business administration, or related fields is preferred. Knowledge and experience in cash transfer programming, as well as familiarity with participatory methodologies for project execution, are essential. Candidates should demonstrate soft skills for working in multicultural environments and possess proficiency in MS Office applications, database management, and knowledge of social media and data analysis tools such as Power BI.

Educational Background:
The ideal candidate should be a technical student in their final semesters or a recent graduate in relevant fields such as social sciences, human sciences, economics, or business administration. A relevant professional qualification is highly valued, along with knowledge of cash transfer methodologies and community-based project execution.

Experience:
A minimum of one year of professional experience in implementing projects that utilize cash transfers is required. Experience working with national or territorial government entities, UN agencies, or other humanitarian organizations in cash transfer-related topics is preferred. Candidates should have a proven track record of responsibilities related to the position and experience in complex and changing contexts.

Languages:
Fluency in Spanish is mandatory, and knowledge of English or other languages may be considered an asset, enhancing communication with diverse stakeholders and communities.

Additional Notes:
The contract will be established as a labor contract for specific work, in accordance with Colombian labor legislation, with monthly payments based on NRC's salary scale. The salary range for this position is between $2,700,000 and $2,900,000, depending on the specific grade of the vacancy. It is important to note that NRC has limited salary negotiation capacity.
