Duties and Responsibilities: The duties and responsibilities of the National Officer include:
Developing country operations plans by providing inputs, conducting research, and drafting reports and presentations for situation analyses.
Supplying the Director with timely information on program and budget matters to aid in operational decision-making.
Utilizing baselines and indicators to measure, analyze, and report on performance for resource optimization.
Collaborating with external partners to establish and maintain effective relationships, including drafting project documents and ensuring compliance with established rules.
Monitoring and reporting on the implementation of ILO projects, identifying issues, and proposing corrective actions.
Keeping headquarters informed about the political and socio-economic situation in Japan and proposing actions in response to operational challenges.
Supporting outreach and advocacy efforts to enhance the visibility of the ILO and its contributions to the Sustainable Development Goals (SDGs).
Performing other duties as assigned by the supervisor, including organizing conferences and drafting public information materials.
Required Qualifications: The position requires a first-level university degree in business administration, economics, political science, public administration, or a related field. Candidates must possess a strong understanding of programming and results-based management principles, as well as knowledge of the programming cycle, resource mobilization, and socio-economic factors relevant to the ILO's mission. Additionally, candidates should demonstrate good communication skills, the ability to draft clearly and concisely, and proficiency in computer applications. A high standard of ethical conduct and the ability to work in a multicultural environment are also essential.
Educational Background: Candidates must hold a first-level university degree in a relevant field such as business administration, economics, political science, or public administration. In cases where candidates do not possess a university degree, equivalent work experience may be considered. For instance, completion of secondary school combined with six years of relevant work experience may substitute for a university degree, while a post-secondary diploma may require four years of relevant work experience in addition to the required experience.
Experience: At least one year of professional experience at the national level in an occupational area relevant to the position is required. This experience should demonstrate the candidate's ability to engage with programming and administrative support in a manner that aligns with the ILO's objectives and operational needs.
Languages: The position mandates an excellent command of both English and Japanese. Proficiency in these languages is crucial for effective communication and collaboration with various stakeholders, including government officials and international organizations.
