Job Overview:
The Programme/Project Management Officer position is located within the Asian and Pacific Centre for Transfer of Technology (APCTT) and reports to the Economic Affairs Officer. The incumbent is responsible for providing comprehensive programme and project management assistance throughout all phases of the programme/project cycle, particularly focusing on capacity building and technical assistance initiatives. This role involves researching and analyzing technology and innovation trends in the Asia-Pacific region, ensuring compliance with programme objectives, and overseeing the preparation of relevant databases. The officer will also work closely with partner agencies to establish monitoring systems, prepare communication strategies, and coordinate implementation activities. The position requires a proactive approach to problem-solving and the ability to manage multiple tasks effectively while ensuring alignment with organizational goals.

Duties and Responsibilities:
The incumbent will perform a wide range of duties, including:
  • Providing full programme/project management assistance at all phases of the project cycle for APCTT’s initiatives.
  • Researching, compiling, analyzing, and summarizing information on technology and innovation in the Asia-Pacific region.
  • Tracking developments affecting programme content and preparing relevant databases.
  • Reviewing and appraising submissions for substantive programmes, ensuring compliance with guidelines.
  • Collaborating with partner agencies to arrange partnership modalities and establish monitoring systems.
  • Preparing monitoring checklists and drafting inputs for briefings and reports.
  • Monitoring budgetary commitments and preparing periodic budget revisions.
  • Supporting communication strategies to demonstrate the impact of the Centre’s work.
  • Serving as a focal point for coordination and monitoring of implementation activities. 1
  • Providing secretariat services to the Governing Council of APCTT and relevant ESCAP Committees. 1
  • Establishing internal databases and managing data relevant to programme/project activities. 1
  • Supervising office support staff and assisting with data collection and analysis. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree may be accepted in lieu of two years of required experience. The position requires a minimum of ten years of progressively responsible experience in programme administration related to sustainable development, environment/climate change, technological cooperation, or project management of international developmental projects. Experience in the United Nations Common System or similar international organizations is desirable, along with experience in organizing international capacity building and training programmes. Familiarity with data analytics or related areas is also advantageous.

Educational Background:
A high school diploma or equivalent is required for this position. A first-level university degree may be accepted in lieu of two years of required experience, indicating that higher education can compensate for a lack of experience in certain cases. This flexibility allows for a broader range of candidates to apply, particularly those who have recently graduated or have relevant educational qualifications that align with the job requirements.

Experience:
The position requires a minimum of ten years of progressively responsible experience in programme administration related to sustainable development, environment/climate change, technological cooperation, or project management of international developmental projects. If the candidate holds a first-level university degree, the required experience is reduced to eight years. This extensive experience is crucial for understanding the complexities of international development projects and the specific challenges faced in the Asia-Pacific region. Candidates with experience in the United Nations Common System or similar international organizations will have an advantage, as they will be familiar with the operational frameworks and procedures of such entities. Additionally, experience in supporting the organization of international capacity building and training programmes or workshops is desirable, as it demonstrates the candidate's ability to manage and facilitate educational initiatives effectively.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage. The position requires candidates to demonstrate proficiency in reading, writing, listening, and speaking in English at UN Level II, which indicates a competent level of communication skills necessary for effective collaboration and reporting within the organization.

This position is subject to local recruitment, meaning that applicants must be authorized to work for the United Nations in New Delhi, India. Eligible applicants selected from outside the duty station will be responsible for any relocation expenses. The initial appointment is for a period of one year, with the possibility of extension based on satisfactory performance and availability of funds.
