Job Overview:
The Monitoring & Evaluation (M&E) and Data Management Specialist for EpiC India will play a critical role in overseeing all strategic information responsibilities related to the project. This includes monitoring, evaluation, data management, data analytics, and visualization, as well as reporting and documentation of performance and results. The incumbent will be based at the FHI 360 Country Office in New Delhi and will collaborate closely with project leadership, state and district level program teams, and sub-grantee partners to develop and enhance systems that support real-time monitoring of service delivery and performance. The specialist will also provide guidance and training on results frameworks and ensure that program strategies are aligned with lessons learned from data and client experiences. This position is essential for improving service quality and impact, as well as meeting reporting requirements for the project.

Duties and Responsibilities:
The M&E and Data Management Specialist will be responsible for setting up and managing the M&E and performance reporting system for the EpiC project. This includes working with program teams and sub-grantees to collect, analyze, monitor, and report on the performance of HIV services and activities. The specialist will develop tools and formats for data collection, analysis, interpretation, and reporting in line with DATIM MER indicators. They will guide the M&E roles of sub-grantees, ensuring quality and frequency of data reporting, and will support capacity building of EpiC and sub-grantee staff on M&E practices. The specialist will review M&E data and reports from the field, ensuring accuracy and appropriateness, and will facilitate routine quality checks and validation of sub-grantee data. They will analyze data on the progress of the 95-95-95 cascade and help design strategies to improve outcomes. Additionally, the specialist will maintain supporting documentation for all reported data and assist in compiling progress reports and other ad hoc reporting requests. They will liaise with technical advisers and counterparts at EpiC HQ and share data insights for developing technical briefs and case studies.

Required Qualifications:
Candidates must possess a Master’s degree in epidemiology, M&E, demography, biostatistics, statistics, analytics, public health, or other relevant disciplines. A minimum of 8 years of experience in designing, establishing, and managing M&E systems is required, along with a strong background in ensuring data quality and analyzing data to support performance improvement of programs at the national level. Experience with M&E systems and data analytics for HIV programs is essential, and prior experience with PEPFAR-supported programs is preferable. Candidates should have in-depth knowledge of India’s national HIV/AIDS program and the challenges in meeting the 95:95:95 goals, as well as technical knowledge of the National AIDS Control Program (NACP) and key indicators used for monitoring treatment outcomes.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as epidemiology, monitoring and evaluation, demography, biostatistics, statistics, analytics, or public health. This advanced degree is essential for understanding the complexities of data management and evaluation in health programs, particularly those focused on HIV and related health issues.

Experience:
The position requires a minimum of 8 years of relevant experience in designing, establishing, and managing M&E systems. Candidates should have a proven track record of ensuring data quality and analyzing data to support performance improvement at the national level. Experience working with M&E systems specifically for HIV programs is essential, and familiarity with PEPFAR-supported initiatives is highly desirable. The candidate should also demonstrate strong analytical and problem-solving skills, as well as the ability to motivate and influence others in a collaborative environment.

Languages:
Fluency in English is mandatory, as the role involves extensive reporting and communication with various stakeholders. Proficiency in Hindi or other local languages may be considered an asset, as it can facilitate better engagement with local partners and communities.

Additional Notes:
This position is open to Indian national candidates only and is based in New Delhi, India. The expected hiring salary range for this role is INR 2,000,000 - 3,000,000 annually, depending on the applicant's relevant experience and education.
