Job Overview: The UNV Technical Officer for Programs will play a crucial role in supporting the implementation of UNICEF's multisectoral programs in prioritized municipalities within Delta Amacuro, Venezuela. This position involves coordinating with local authorities, indigenous leaders, and community organizations to ensure effective delivery of services in health, nutrition, education, child protection, and WASH. The officer will also be responsible for monitoring and evaluating program implementation, analyzing the sociopolitical context, and adapting interventions based on changing conditions. The overarching goal is to ensure that UNICEF's response is evidence-based and centered on the rights and well-being of the most vulnerable children and adolescents.
Duties and Responsibilities:
Monitor the local context and its impact on UNICEF's cooperation program, including risk analysis and trends affecting vulnerable populations.
Apply priority indicators to implement a coherent and transparent monitoring system for the situation of children in the coverage area.
Ensure timely collection, verification, and communication of relevant data related to children to support evidence-based decision-making.
Support the monitoring of program execution across the assigned geographical area, ensuring compliance with agreements with implementing partners.
Provide viable recommendations for program execution, alternative approaches, and optimal resource use to promote children's and women's rights.
Collaborate with the field office team to enhance program effectiveness through systematic data collection, analysis, and reporting.
Represent UNICEF in relevant coordination forums, ensuring timely information flow to the field office and advocating for UNICEF's priorities.
Required Qualifications: Candidates must possess strong analytical skills, the ability to work collaboratively with diverse stakeholders, and a commitment to UNICEF's mission. Proficiency in monitoring and evaluation methodologies, as well as experience in humanitarian and development contexts, is essential. Candidates should demonstrate cultural sensitivity and adaptability to challenging environments, particularly in remote and vulnerable communities.
Educational Background: A bachelor's degree in social sciences, public health, international development, or a related field is required. A master's degree is preferred and may enhance the candidate's competitiveness for the position.
Experience: Candidates should have at least 2-3 years of relevant professional experience in program management, monitoring, and evaluation, preferably in the context of child rights and development. Experience working in humanitarian settings or with vulnerable populations is highly desirable.
Languages: Fluency in Spanish is mandatory, and proficiency in English is considered an asset. Knowledge of indigenous languages spoken in the region would be beneficial.
Additional Notes: This position is a full-time role based in Tucupita, Delta Amacuro, with potential travel to other municipalities.
