Job Overview: The National Consultant/Evaluator will play a crucial role in evaluating the Women’s Economic Empowerment in the South Caucasus (WEESC) project, which aims to economically empower women, particularly the poor and socially excluded, in Armenia, Azerbaijan, and Georgia. The consultant will assess the project's results and performance, focusing on the achievement of its goals and the sustainability of its outcomes. This position requires a comprehensive understanding of gender equality and women's empowerment issues, as well as the ability to analyze and synthesize data from various sources. The consultant will work closely with an international consultant and other stakeholders to ensure that the evaluation process is inclusive and participatory, ultimately contributing to the evidence base for effective strategies in women's economic empowerment.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including: conducting a desk review of relevant literature and project documentation; developing an inception report that outlines the evaluation design and methodology; collecting data through interviews and focus group discussions with stakeholders; analyzing data and synthesizing findings into a comprehensive evaluation report; presenting preliminary findings to the Management Group; and ensuring that the evaluation adheres to ethical guidelines and standards. The consultant will also support the international consultant in drafting reports and case studies, maintaining an audit trail of comments received during the evaluation process, and ensuring that the evaluation is conducted in accordance with UN Women policies.
Required Qualifications: Candidates must possess an advanced degree (Master's or equivalent) in fields such as economics, social sciences, gender studies, political science, or development studies. A first-level university degree combined with seven years of relevant experience may also be accepted. Additionally, candidates should have at least five years of practical experience in human rights, gender equality, and women's empowerment, particularly in Armenia. Proven experience in monitoring and evaluation, excellent report-writing skills, and the ability to communicate effectively with diverse stakeholders are essential. Experience in evaluating women's economic empowerment programs and familiarity with UN/EU agencies will be considered advantageous.
Educational Background: An advanced degree (Master's or equivalent) in relevant fields such as economics, social sciences, gender studies, political science, or development studies is required. A first-level university degree with additional qualifying experience may be accepted in lieu of the advanced degree.
Experience: At least five years of practical experience in the field of human rights, gender equality, and women's empowerment in Armenia is required. Candidates with a first-level university degree should have seven years of similar experience. Experience in monitoring and evaluation of strategies, policies, and projects is essential, along with strong analytical and facilitation skills.
Languages: Fluency in Armenian and English is mandatory. Proficiency in additional languages may be considered an asset, but is not explicitly required for this position.
Additional Notes: This consultancy is home-based, with travel required to project target regions in Armenia. The evaluation process will be consultative and participatory, ensuring the involvement of project beneficiaries. The consultant will work under the direct supervision of an international consultant and will be supported by UN Women Country Office in Georgia.
