Job Overview: The Programme Officer will play a crucial role in supporting the development and implementation of the Operational Guidance Documents related to peacekeeping-intelligence. This position requires a proactive approach to monitoring and analyzing program/project development, identifying issues, and initiating corrective actions. The officer will also be responsible for coordinating training courses related to peacekeeping-intelligence, enhancing early warning systems, and conducting research and analysis on relevant issues. The role demands strong organizational skills to prepare written outputs, provide substantive backstopping for meetings, and lead outreach activities, including training workshops and seminars. The Programme Officer will also participate in complex field missions, providing guidance to various stakeholders and drafting mission summaries, thereby contributing to the overall effectiveness of peacekeeping operations.
Duties and Responsibilities: The Programme Officer will be responsible for a wide range of duties, including: monitoring and supporting the development of Operational Guidance Documents; developing, implementing, and evaluating assigned programs/projects; analyzing program/project development and implementation; leading the development of PKI-related training courses; researching and presenting information from diverse sources; coordinating efforts to enhance early warning in peacekeeping; generating survey initiatives and designing data collection tools; organizing written outputs such as background papers and reports; providing substantive backstopping for meetings and conferences; initiating outreach activities and conducting training workshops; leading or participating in large field missions; and performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of theories and concepts relevant to peacekeeping and intelligence. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities. Professionalism, teamwork, and effective planning and organizing skills are essential. The candidate should also show a commitment to gender perspectives and the equal participation of women and men in all areas of work.
Educational Background: An advanced university degree (Master's degree or equivalent) in business administration, management, economics, international relations, international security, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution, or a related area is required. Additionally, candidates must have at least two years of experience working for the United Nations Department of Peace Operations and five years of experience in intelligence or peacekeeping-intelligence. Experience in project or program management, as well as in training development and delivery in peacekeeping-intelligence, is also required. Familiarity with early warning concept development is desirable.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered desirable, also requiring a minimum proficiency level of UN Level II in all language skills.
Additional Notes: The position is a fixed-term appointment limited to the duration of the mandate and availability of funding. Staff members are subject to the authority of the Secretary-General and may be reassigned to different functions as needed.
