Job Overview: The Senior Regional Technical Officer for Strategic Information Police & Prisons (PnP) will play a crucial role in supporting the implementation of Monitoring and Evaluation (M&E) activities within the EpiC project in Tanzania, specifically in Dar es Salaam and Zanzibar. This position is integral to achieving and maintaining HIV epidemic control by providing strategic technical assistance and delivering lifesaving activities. The officer will work closely with EpiC staff, Police and Prison teams, healthcare providers, community health workers, and local government counterparts to enhance Strategic Information (SI) systems at both facility and regional levels. The role emphasizes improving data management processes, data visualization, and developing analytical tools for routine program monitoring. Furthermore, the officer will facilitate data analysis and interpretation to generate actionable insights that inform program decisions, ensuring compliance with U.S. Department of State and EpiC reporting standards.
Duties and Responsibilities: The duties and responsibilities of the Senior Regional Technical Officer include:
Providing direct technical assistance in the design, implementation, and strengthening of M&E systems and activities for EpiC supported community and facility interventions.
Promoting strategic data use within the project and with stakeholders by guiding regional and partner staff to strengthen M&E systems, promote data demand, and improve information use for adaptive management.
Collaborating with Facility Implementing Partners (IPs), healthcare providers, community health workers, and Government of Tanzania counterparts to ensure M&E activities align with donor and national reporting requirements.
Participating in the development and adaptation of data collection and reporting tools tailored to decision-makers at various health system levels.
Conducting routine monitoring visits to project sites and performing Data Quality Assessments (DQAs) and verifications using official tools.
Creating and managing electronic systems and plans for data quality review, validation, and verification.
Reviewing routine program data in various databases and coordinating feedback with Regional SI Officers to strengthen data quality and reporting.
Conducting data collection, compilation, and report submission, including narrative components for the assigned region.
Supporting data analysis to generate insights on trends, gaps, and opportunities for program improvement across community and facility interventions. 1
Developing and maintaining dashboards to visualize project performance, including targets vs. actuals, deviations, and trends. 1
Managing setting and distributing site-level targets for performance monitoring. 1
Maintaining and supporting program databases for data capture, reporting, and client outcome tracking. 1
Strengthening the use of project-based DHIS2 systems by mentoring regional teams and project staff on data access, entry, analytics, and utilization. 1
Troubleshooting data submission errors and coordinating timely corrections with responsible staff. 1
Overseeing the implementation of Going Online (ORA) activities across Police and Prison Facilities. 1
Performing any other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a Master’s degree in Public Health, Epidemiology, Statistics, Health Monitoring, Computer Science, Project Management, or Public Health Informatics. Additionally, a minimum of six years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) is required. The candidate should demonstrate a strong understanding of HIV/AIDS care, treatment, and community-based interventions. Previous experience working with CDC, USAID, DoD, the U.S. Department of State, or other PEPFAR-supported programs is essential. Experience in technical capacity building to NGOs, local government, and health facilities is also required. Proficiency in Power BI and Tableau for developing interactive dashboards is necessary, along with strong knowledge of Microsoft Windows, Power BI, Microsoft Office, and database management systems such as SQL Server and Access. Familiarity with GIS tools is an added advantage. Candidates should also have a strong analytical and problem-solving ability, excellent organizational skills, and the capacity to manage multiple tasks and projects simultaneously.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Public Health, Epidemiology, Statistics, Health Monitoring, Computer Science, Project Management, or Public Health Informatics. This advanced degree is crucial for understanding the complexities of health data management and the implementation of effective monitoring and evaluation strategies.
Experience: The position requires a minimum of six years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL). Candidates should have a proven track record of working in similar roles, particularly in the context of HIV/AIDS programs and community health interventions. Experience with major funding agencies such as CDC, USAID, and PEPFAR-supported programs is highly desirable, as is experience in building technical capacity within NGOs and local government entities.
Languages: High proficiency in written and spoken English is mandatory for this position. This is essential for effective communication with stakeholders, report writing, and data presentation. Knowledge of additional languages may be considered an advantage but is not explicitly required.
Additional Notes: This position is full-time and offers a competitive compensation package, with an expected hiring salary range of TZS 75,000,000 - 95,000,000 annually for basic salary.
