Job Overview:
The Senior Regional Technical Officer for Care & Treatment Police & Prisons (PnP) will play a crucial role in the EpiC project in Tanzania, which aims to achieve and maintain HIV epidemic control. This position involves providing technical support for the implementation and scale-up of integrated, high-quality HIV and Tuberculosis (TB) services across designated health facilities and community outreach platforms. The officer will oversee clinical service provision at the regional level, ensuring compliance with national guidelines and project targets. The role requires a proactive approach to improving HIV case finding, treatment programming, and viral load suppression, as well as the development of referral and linkage systems for HIV and AIDS care and treatment.

Duties and Responsibilities:
The duties and responsibilities of the Senior Regional Technical Officer include providing technical leadership for the implementation of HIV care and treatment services, ensuring alignment with national guidelines. The officer will support timely ART initiation for newly diagnosed clients, strengthen continuity of care strategies, and monitor key treatment indicators. They will lead the implementation of strategies to identify and re-engage clients with interruptions in treatment, provide technical support for routine viral load monitoring, and oversee the integration of TB/HIV collaborative services. Additionally, the officer will conduct clinical mentorship, support facilities in identifying program gaps, and lead performance review meetings to monitor progress toward PEPFAR targets. The role also involves capacity building for healthcare providers and collaboration with local and national government teams.

Required Qualifications:
Candidates must possess a Doctor of Medicine (MD) or Nursing degree from a recognized institution. A Master's in Public Health (MPH) or equivalent qualification is considered an added advantage. The position requires a minimum of six years of experience in HIV and AIDS clinical care and treatment, preferably within PEPFAR-supported programs. Proven experience working with health facility teams and implementing partners to meet programmatic targets is essential. Candidates should demonstrate strong skills in data analysis and interpretation for program improvement.

Educational Background:
The educational background required for this position includes a Doctor of Medicine (MD) or a Nursing degree from a recognized institution. A Master's in Public Health (MPH) or an equivalent qualification is highly desirable and will enhance the candidate's profile for this role.

Experience:
The ideal candidate should have at least six years of relevant experience in HIV and AIDS clinical care and treatment. Experience within PEPFAR-supported programs is preferred, as it provides familiarity with the specific challenges and requirements of such initiatives. The candidate should also have a proven track record of working collaboratively with health facility teams and other stakeholders to achieve programmatic targets.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Swahili is highly desirable, as it will facilitate better communication with local communities and stakeholders in Tanzania.

Additional Notes:
This position is full-time and based in Dar es Salaam, Tanzania. The expected hiring salary range for this role is TZS 75,000,000 - 95,000,000 annually for basic salary.
