Job Overview:
The position of Local Consultant for Capacity-Building Programme is aimed at engaging a professional with substantial experience in the civil society sector. The consultant will be responsible for designing and implementing a tailored capacity-building programme for up to 30 representatives of locally based CSOs. This role includes providing mentorship as needed and contributing to the organization of the Civil Society Forum (CSF) in 202

• The consultant will play a crucial role in enhancing the capabilities of CSOs, fostering collaboration between civil society and public institutions, and ensuring that the voices of marginalized groups are heard in governance processes. The consultant's work will be guided by the findings of a comprehensive needs assessment conducted by the OSCE Mission, which identified key challenges faced by CSOs in Kosovo, including sustainability and inclusivity.

Duties and Responsibilities:
The consultant will be tasked with conducting two two-day capacity-building trainings aimed at enhancing the skills and knowledge of CSO representatives. Additionally, the consultant will contribute to the design and implementation of the CSF 2026, which involves developing concepts, setting agendas, coordinating sessions, and reporting on outcomes. The consultant is also expected to conduct at least 10 targeted mentoring sessions with CSO representatives, providing tailored support and guidance. A final activity report summarizing the outcomes of the trainings and mentoring sessions will need to be drafted and submitted to the OSCE Activity Manager. The deliverables include evaluations of the training beneficiaries, documentation of mentoring sessions, and a comprehensive final report by the specified deadlines.

Required Qualifications:
Candidates must possess an advanced university degree in Political Science, Public Administration, Law, or other relevant fields. A minimum of five years of professional experience in the civil society sector, particularly in capacity-building initiatives, is required. Fluency in both Albanian and English is mandatory, while knowledge of Serbian is considered an asset. The consultant should demonstrate a strong ability to produce high-quality reports with actionable recommendations, possess excellent analytical and research skills, and have experience in conducting evaluations. The ability to navigate complex project environments and integrate gender perspectives into activities is essential. Strong communication and teamwork skills, along with a positive attitude towards feedback, are also necessary for this role.

Educational Background:
The educational background required for this position includes an advanced university degree, which may be in fields such as Political Science, Public Administration, Law, or other relevant disciplines. A Bachelor's Degree (first-level university degree or equivalent) is also acceptable, particularly for candidates with extensive experience in the civil society sector.

Experience:
The position requires at least five years of professional experience specifically within the civil society sector. This experience should focus on capacity-building efforts, demonstrating the candidate's ability to design and implement effective training and mentorship programmes. Familiarity with the challenges faced by CSOs in Kosovo and experience in working with diverse stakeholders in complex project environments are highly valued.

Languages:
Fluency in Albanian and English is mandatory for this position. Knowledge of Serbian is considered an asset, as it may facilitate communication with a broader range of stakeholders within the civil society sector in Kosovo. Proficiency in additional languages may also be beneficial, depending on the specific needs of the CSOs involved.

Additional Notes:
The contract for this position is classified as a Special Service Agreement (SSA) for a consultant, with a total duration of 20 working days.
