Job Overview: The position of Local Consultant for Capacity-Building Programme is aimed at engaging a professional with substantial experience in the civil society sector. The consultant will be responsible for designing and implementing a tailored capacity-building programme for up to 30 representatives of locally based CSOs. The consultant's work will be guided by the findings of a comprehensive needs assessment conducted by the OSCE Mission, which identified key challenges faced by CSOs in Kosovo, including sustainability and inclusivity.
Duties and Responsibilities: The consultant will be tasked with conducting two two-day capacity-building trainings aimed at enhancing the skills and knowledge of CSO representatives. Additionally, the consultant will contribute to the design and implementation of the CSF 2026, which involves developing concepts, setting agendas, coordinating sessions, and reporting on outcomes. The consultant is also expected to conduct at least 10 targeted mentoring sessions with CSO representatives, providing tailored support and guidance. A final activity report summarizing the outcomes of the trainings and mentoring sessions will need to be drafted and submitted to the OSCE Activity Manager. The deliverables include evaluations of the training beneficiaries, documentation of mentoring sessions, and a comprehensive final report by the specified deadlines.
Required Qualifications: Candidates must possess an advanced university degree in Political Science, Public Administration, Law, or other relevant fields. A minimum of five years of professional experience in the civil society sector, particularly in capacity-building initiatives, is required. Fluency in both Albanian and English is mandatory, while knowledge of Serbian is considered an asset. The consultant should demonstrate a strong ability to produce high-quality reports with actionable recommendations, possess excellent analytical and research skills, and have experience in conducting evaluations. The ability to navigate complex project environments and integrate gender perspectives into activities is essential.
