Job Overview:
The Programme Associate plays a crucial role in supporting the Programme Team in the development and implementation of effective programs that align with UN Women’s rules and regulations. This position involves providing operational, administrative, and programmatic support, contributing to research, financial management, and program implementation. The Programme Associate will work closely with various personnel within the Country Office (CO) and UN Women’s regional and headquarters offices to resolve complex finance-related issues and facilitate the exchange of information. The role requires a proactive approach to ensure that programs are effectively managed and that all administrative processes are executed efficiently. The Programme Associate will also be involved in knowledge sharing and capacity building within the office and among partners.

Duties and Responsibilities:
  • Provide administrative and logistical support for program formulation and management, including preparing work plans, budgets, and proposals.
  • Offer technical guidance on routine delivery and reporting of program activities and finances.
  • Prepare information for audits and support the implementation of audit recommendations.
  • Review program data for the CO website and compile data for documents and guidelines.
  • Support financial management by creating projects in the Quantum system, preparing budget revisions, and monitoring budget preparation.
  • Review financial reports and process payments for consultants.
  • Undertake logistical arrangements for meetings, workshops, and events, including travel arrangements for the Programme Team.
  • Prepare public information materials and briefing packets.
  • Assist in resource mobilization efforts by preparing agreements and compiling information from donors. 1
  • Facilitate knowledge building by supporting the synthesis of lessons learned and organizing training for office personnel.

Required Qualifications:
Completion of secondary education is required, with a Bachelor’s degree in business or public administration being desirable. Candidates must demonstrate strong administrative skills and the ability to execute processes and transactions effectively. Proficiency in managing data, documents, and reports is essential, along with strong financial and budgeting skills. IT skills are also necessary for this role, particularly in using office software packages and web-based ERP systems.

Educational Background:
The minimum educational requirement for this position is the completion of secondary education. A Bachelor’s degree in business or public administration is preferred, as it provides a solid foundation for the administrative and program management tasks expected in this role.

Experience:
Candidates should have at least 6 years of progressively responsible experience in administration or program management/support. Experience in a computer environment using multiple office software packages is required, as is experience in supporting a team. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable, as it enhances the ability to manage financial and administrative processes effectively.

Languages:
Fluency in English and Portuguese is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and would be an asset in this role.
