Job Overview:
The National Operations Specialist will play a crucial role in supporting the FAO's operations in Cabo Verde, particularly in managing and implementing various projects, including those funded by the Global Environment Facility (GEF). This position requires a proactive approach to operational management, ensuring that all project activities are planned, executed, and monitored effectively. The specialist will be responsible for maintaining procurement plans, monitoring financial reports, and ensuring compliance with FAO's operational guidelines. The role demands a strong understanding of project management principles and the ability to coordinate with various stakeholders to achieve project objectives.

Duties and Responsibilities:
The National Operations Specialist will be tasked with a wide range of responsibilities, including but not limited to: supporting the operational management of FAO projects, acting as the focal point for day-to-day operational matters, assisting in project planning and monitoring, ensuring timely delivery of project inputs, performing procurement tasks, monitoring project budgets and forecasts, preparing and monitoring project work plans, managing project disbursements and financial documentation, overseeing compliance with operational partner agreements, facilitating field missions, ensuring quality and accuracy of project data, and providing logistical support for meetings and training activities. The specialist will also be expected to perform other related tasks as needed to support the FAO's mission in Cabo Verde.

Required Qualifications:
Candidates must possess an advanced university degree in business, public administration, project management, finance, or a related field, along with at least three years of relevant experience in project management, budgeting, or finance. Alternatively, a university degree in the same fields with at least five years of relevant experience is acceptable. Proficiency in the official working language of FAO in Cabo Verde (French or English) at Level C is required, along with a working knowledge of Portuguese. Candidates must be nationals of Cabo Verde.

Educational Background:
The educational background required for this position includes an advanced university degree in business, public administration, project management, finance, or a related field. Candidates with a university degree in these areas must have additional years of relevant experience to qualify for the role. It is essential that the educational qualifications are obtained from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
The position requires candidates to have a minimum of three years of relevant experience in project management, budget management, or finance if they hold an advanced degree. If they possess a university degree, they must have at least five years of relevant experience. Experience in programme and project management within the context of Cabo Verde is particularly valuable, as is experience in budgetary planning and financial reporting.

Languages:
Candidates must have Level C proficiency in either French or English, which are the official working languages used by FAO for communication in Cabo Verde. Additionally, a working knowledge of Portuguese is required, as it is essential for effective communication within the local context.
