Job Overview:
The position is for an International Consultant tasked with developing the Programmatic Framework and Project Document for a Livestock Project funded by the Islamic Development Bank in Guinea. The consultant will be responsible for creating a comprehensive framework that outlines the objectives, strategies, and expected outcomes of the project. This role requires a deep understanding of livestock development and the ability to integrate various components into a cohesive program. The consultant will work both remotely and on-site, with a total mission duration of 60 days spread over three months. The expected start date for the mission is immediate, indicating the urgency of the project. The consultant must submit their proposal directly through the UNDP supplier portal, adhering to the guidelines provided in the terms of reference.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Conducting a thorough analysis of the current livestock sector in Guinea, identifying key challenges and opportunities.
  • Engaging with stakeholders, including government agencies, local communities, and international partners, to gather insights and ensure their needs are reflected in the project framework.
  • Developing a detailed Programmatic Framework that outlines the project’s goals, objectives, and implementation strategies.
  • Drafting the Project Document, including logical frameworks, budgets, and timelines.
  • Ensuring that the project aligns with national development strategies and international best practices in livestock management.
  • Providing recommendations for monitoring and evaluation mechanisms to assess project impact and effectiveness.
  • Preparing and presenting findings and recommendations to UNDP and other stakeholders.
  • Submitting all deliverables in a timely manner and incorporating feedback from UNDP and stakeholders.

Required Qualifications:
The ideal candidate must possess the following qualifications:
  • Proven experience in developing programmatic frameworks and project documents, particularly in the agricultural or livestock sectors.
  • Strong analytical skills and the ability to synthesize complex information into actionable strategies.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the context of Guinea and the challenges facing the livestock sector is highly desirable.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A Master's degree or higher in a relevant field such as Agricultural Sciences, Development Studies, or a related discipline is required. Additional certifications or training in project management or livestock development will be considered an asset.

Experience:
Candidates should have a minimum of 5 years of professional experience in project development and management, specifically in the agricultural or livestock sectors. Experience working with international organizations, particularly in developing countries, is highly advantageous.

Languages:
Fluency in French is mandatory, as the position requires communication with local stakeholders and documentation in French. Proficiency in English is also desirable, as it may be necessary for reporting and communication with international partners.

Additional Notes:
This position is classified as an Individual Contractor (IC) role, which means that the consultant will be engaged on a contractual basis for the duration of the project. The contract is expected to last for 60 days over a period of three months, with flexibility for remote work and on-site engagement as needed. The consultant must submit their proposals in USD, and it is important to note that individuals cannot apply on behalf of organizations or companies.
