Job Overview: The Finance and Budget Officer position is a temporary role within the Finance and Budget Section of UNSOH, reporting directly to the Chief Finance and Budget Officer or their delegate. The incumbent will be responsible for a wide range of financial management tasks, including preparing budget proposals, monitoring budget implementation, and ensuring compliance with financial regulations. The role requires a strong understanding of financial rules and regulations within the UN context, as well as the ability to analyze complex financial data and provide insights for decision-making. The Finance and Budget Officer will also be involved in accounting processes, including monthly and yearly account closures, and will ensure that all financial transactions adhere to International Public Sector Accounting Standards (IPSAS). This position is crucial for maintaining the financial integrity of the mission and supporting effective resource allocation to achieve the mission's objectives.
Duties and Responsibilities: The Finance and Budget Officer will perform a comprehensive set of duties, including but not limited to: preparing cost estimates and budget proposals, analyzing resource requirements, monitoring budget expenditures, administering extra-budgetary resources, and providing support to program managers. The officer will verify the accuracy of financial data, prepare budget performance reports, and ensure compliance with financial regulations. Responsibilities also include performing monthly and yearly account closures, reconciling accounts, processing interoffice vouchers, and managing cash flow requirements. The officer will draft correspondence related to financial matters, collect and analyze data for reporting purposes, and ensure that all financial activities align with UN policies and procedures. Additionally, the officer will provide guidance and training to colleagues and support the implementation of corrective actions as necessary.
Required Qualifications: Candidates must possess a high school diploma or equivalent, with a strong preference for those holding a first-level university degree or higher in accounting, finance, or a related field. A thorough understanding of financial regulations and procedures within the UN system is essential. The ideal candidate will demonstrate professionalism, effective communication skills, and the ability to work under pressure while maintaining a high level of accuracy in financial reporting. Knowledge of Enterprise Resource Planning (ERP) systems, particularly SAP, and experience with IPSAS accounting systems such as UMOJA are highly desirable. Candidates should also exhibit strong analytical skills and the ability to interpret complex financial data.
Educational Background: A high school diploma or equivalent is required for this position. However, candidates with a first-level university degree or higher in a relevant field such as finance, accounting, or business administration will have a competitive advantage. The educational background should provide a solid foundation in financial principles and practices, enabling the candidate to effectively manage budgeting and accounting tasks within the UN framework.
Experience: The position requires at least ten (10) years of progressively responsible experience in accounting, budgeting, and financial management or a related field. For candidates with a first-level university degree or higher, the minimum required experience is reduced to five (5) years. Experience with ERP systems, particularly SAP, is desirable, as is familiarity with UN internal applications and IPSAS accounting systems. The candidate should have a proven track record of managing financial resources effectively and ensuring compliance with established regulations and policies.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required at UN Level III, which includes reading, writing, listening, and speaking. Knowledge of French is an asset and may enhance the candidate's ability to communicate effectively within the UN environment, particularly in a multilingual setting.
