Job Overview:
The Deputy Country Director Program (DCDP OSS) plays a crucial role in managing and coordinating the program department of the country office where they are deployed. This position is part of SI's efforts to strengthen its operations through a flying support team known as OSS Operations Support Staff. OSS team members are deployed for assignments lasting from 2 weeks to 3 months, focusing on filling strategic gaps, providing technical support, and assisting in assessments and the opening of new operations. The DCDP OSS is responsible for ensuring that SI's program norms and standards are applied in the design of needs-driven programs that demonstrate impact and are adaptable to contextual changes and sensitive to conflicts. The DCDP OSS will provide programmatic guidance to the Country Director and coordination teams, coordinate with implementation teams for needs assessments, supervise technical coordinators, and ensure compliance with project cycles and deadlines. Depending on the needs of the country offices, the DCDP OSS may also perform the duties of a Program Coordinator.

Duties and Responsibilities:
The DCDP OSS will be responsible for a variety of duties, including:
  • Providing programmatic guidance to the Country Director and coordination teams, including cross-cutting themes and new activities.
  • Coordinating with implementation teams to plan needs assessments and oversee their technical and methodological conduct.
  • Supervising technical coordinators and guiding them in their support to field teams.
  • Working with field coordinators to ensure compliance with the project cycle and implementation deadlines.
  • Depending on the needs of the country offices, performing the duties of a Program Coordinator as necessary.
  • Ensuring that SI's program norms and standards are applied in the design of programs that are responsive to the needs of the affected populations.

Required Qualifications:
Candidates must possess a master's degree in humanitarian response, international cooperation, development, or a technical sector such as WASH, SAME, shelter, or MEAL. Additionally, candidates should have previous experience in program management and coordination within an international NGO or association, with at least one year of experience in a position as Deputy Country Director or Program Coordinator with Solidarités International or another NGO.

Educational Background:
A master's degree in one of the following fields is required: humanitarian response, international cooperation, development, or a technical sector such as WASH, SAME, shelter, or MEAL. This educational background is essential for understanding the complexities of humanitarian aid and program management.

Experience:
Candidates should have a minimum of one year of experience in a relevant position, such as Deputy Country Director or Program Coordinator, preferably with Solidarités International or another international NGO. Experience in program management and coordination is crucial for this role, as it involves overseeing various aspects of program implementation and ensuring compliance with organizational standards.

Languages:
Fluency in French and English is mandatory, with very good reading, writing, and speaking skills. Fluency in additional languages, particularly Arabic and Spanish, is considered a plus and may enhance a candidate's suitability for the position.

Additional Notes:
The position offers a permanent expatriate contract with a salary calculated based on the expatriate salary scale, starting at €2,600 per month. Per diem and accommodation are covered during deployments, and employees receive one day off for each weekend spent in the field, along with 25 days of paid vacation. There is no reduced working time (RTT) policy. Health and life insurance, as well as repatriation, are fully covered. Candidates have the option to choose their location (France or abroad) outside of deployment periods.
