Job Overview: The Resources Mobilization and Partnership Specialist will play a crucial role in supporting the UNFPA Country Office in Afghanistan by leading resource mobilization efforts to secure funding for humanitarian responses. This position requires collaboration with senior management and various stakeholders to establish effective partnerships and ensure that the health and protection needs of women and girls are met. The Specialist will be responsible for coordinating donor reporting, preparing high-quality proposals, and developing communication materials that highlight the value of UNFPA's work. This role is vital in navigating the complexities of the funding landscape and ensuring that the office's resource mobilization capacity is optimized. The Specialist will also lead capacity development initiatives within the team to enhance skills in result-based reporting and analytical writing, which are essential for successful donor engagement and advocacy.
Duties and Responsibilities: The primary duties and responsibilities of the Resources Mobilization and Partnership Specialist include:
Mobilizing resources to achieve funding targets for the UNFPA Afghanistan Appeal and the Country Programme.
Leading the analysis of opportunities for resource mobilization in support of UNFPA’s humanitarian response in Afghanistan.
Developing and implementing a donor intelligence strategy that identifies partners, needs, priorities, and perceptions of UNFPA's added value.
Creating specific fundraising strategies and approaches tailored to different donors.
Overseeing the development of high-quality proposals, concept notes, and other documents for donor engagement.
Maintaining a tracking system for donor funds to ensure timely utilization and reporting.
Preparing comprehensive donor reports that meet the requirements of various donors, in collaboration with humanitarian and technical colleagues.
Coordinating donor updates and organizing briefings to advocate for the needs of women and girls.
Liaising with donors and UNFPA Regional Office and HQ to facilitate coordinated communications regarding Afghanistan’s programmes. 1
Preparing analytical briefs and reports on progress towards results and identifying gaps in funding and support. 1
Conducting training sessions on resource mobilization and partnerships for Country Office staff, developing tools and products to enhance their capabilities. 1
Providing guidance on the implementation of donor funds to ensure compliance with requirements, including advising implementing partners.
Required Qualifications: Candidates must possess an advanced university degree in international development studies, social sciences, business administration, public administration, or related fields. A minimum of 5 years of progressively responsible professional experience in resource mobilization and partnerships, or other relevant fields, is required. Candidates should have a strong background in planning, reporting, and resource mobilization, with knowledge of UN System policies and procedures, particularly those of UNFPA. A proven track record of preparing high-quality donor proposals and reports is essential, along with strong analytical skills and experience in organizational representation. Excellent writing and oral communication skills are mandatory, as well as interpersonal and negotiation skills necessary for effective collaboration and partnership building.
Educational Background: The position requires an advanced university degree in fields such as international development studies, social sciences, business administration, public administration, or other related disciplines. This educational background is crucial for understanding the complexities of resource mobilization and partnerships within the humanitarian context.
Experience: Candidates should have at least 5 years of increasingly responsible professional experience in resource mobilization and partnerships or other relevant fields. This experience should include a solid understanding of planning, reporting, and resource mobilization processes, as well as familiarity with the UN System and UNFPA's policies and procedures. Prior experience in challenging and complex humanitarian response environments is desirable, as it equips candidates with the necessary skills to navigate the intricacies of funding and partnership management.
Languages: Fluency in English is required for this position, as it is the primary language of communication within the organization and with donors. A working knowledge of other official UN languages is considered desirable, as it can enhance communication and collaboration with diverse stakeholders.
