Job Overview: The Programme Management Officer will play a crucial role in supporting the Senior Programme Officer in managing donor relations, partnerships, and planning activities aimed at mobilizing extra-budgetary resources. This position involves overseeing the management of the extra-budgetary portfolio, which includes planning, monitoring, and reporting on various projects. The officer will also conduct research and analysis, coordinate departmental engagements related to strategic planning and policy development, and generate survey initiatives to collect and interpret data. The role requires strong communication skills to prepare written outputs, provide substantive backstopping for meetings, and lead outreach activities. The Programme Management Officer will also be involved in large field missions, coordinating activities related to budget funding and preparing relevant documents and reports. This position demands a proactive approach to data analysis and visualization to support decision-making and reporting processes.
Duties and Responsibilities: The Programme Management Officer will be responsible for a wide range of duties, including:
Supporting the Senior Programme Officer in tasks related to donor relations and resource mobilization.
Overseeing the planning, monitoring, and reporting of extra-budgetary projects.
Conducting consulting assignments and facilitating workshops to assist clients in managing change.
Researching and analyzing information from diverse sources to inform decision-making.
Coordinating departmental activities related to strategic planning and policy development.
Designing data collection tools and analyzing survey responses to identify trends.
Preparing written outputs such as background papers, reports, and publications.
Providing support for meetings and conferences, including agenda preparation and document drafting.
Leading outreach activities and conducting training workshops. 1
Participating in field missions and providing guidance to external consultants and government officials. 1
Coordinating budget-related activities and preparing financial documents. 1
Analyzing data to provide insights for planning and reporting.
Required Qualifications: Candidates must possess a strong understanding of theories and concepts relevant to project management and international relations. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities effectively. Professionalism, communication skills, and client orientation are essential for this role. The candidate should also be able to incorporate gender perspectives into their work and ensure equal participation of women and men in all areas.
Educational Background: An advanced university degree (Master's degree or equivalent) in political science, international relations, law, public administration, management, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. Additionally, at least two years of experience in liaising and mobilizing resources from Member States or other entities is necessary. Experience in preparing reports for donors and organizing fundraising events for international organizations is desirable, as is experience with project management databases and monitoring and evaluation of programmes/projects.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French or Spanish is desirable, with a minimum proficiency level of UN Level I in these languages.
