Job Overview:
The National Consultant for Biodiversity Policy Specialist will play a crucial role in the implementation of the GEF8-BFP Umbrella program at the national level. This position involves leading the production of the Policy and Institutional Review, which is essential for understanding the current landscape of biodiversity policies in Mauritius. The consultant will also provide initial input to support the Project Coordinator BIOFIN in developing the Biodiversity Finance Plan. This role is pivotal in ensuring that biodiversity finance strategies are effectively integrated into national policies and frameworks, thereby enhancing the country's capacity to manage and protect its biodiversity resources. The assignment is expected to span 85 working days over a period of 8 months, indicating a significant commitment to the project and its objectives.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant for Biodiversity Policy Specialist include but are not limited to:
  • Conducting a comprehensive Policy and Institutional Review to assess existing biodiversity policies and frameworks in Mauritius.
  • Collaborating with the Project Coordinator BIOFIN to develop a Biodiversity Finance Plan that aligns with national priorities and international commitments.
  • Engaging with stakeholders, including government agencies, NGOs, and community groups, to gather input and foster collaboration on biodiversity initiatives.
  • Analyzing financial mechanisms and opportunities for biodiversity financing, including public and private sector investments.
  • Preparing detailed reports and presentations to communicate findings and recommendations to relevant stakeholders.
  • Providing technical expertise and guidance on biodiversity policy issues throughout the project duration.
  • Ensuring that all activities are aligned with UNDP's strategic objectives and contribute to the overall goals of the GEF8-BFP Umbrella program.

Required Qualifications:
Candidates must possess a strong background in environmental policy, biodiversity conservation, or a related field. A proven track record of working on biodiversity finance or policy development is essential. Additionally, candidates should demonstrate excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the UNDP's operational procedures and experience in project management will be considered an asset. Candidates should also be proficient in using relevant software and tools for data analysis and reporting.

Educational Background:
A minimum of a Master's degree in Environmental Policy, Biodiversity Conservation, Natural Resource Management, or a related field is required. Candidates with a PhD in a relevant discipline will be given preference. Additional certifications or training in biodiversity finance or related areas will be advantageous.

Experience:
Candidates should have at least 5 years of professional experience in biodiversity policy development, environmental management, or a related field. Experience working with international organizations, particularly in the context of UNDP projects, is highly desirable. Proven experience in conducting policy reviews and developing strategic plans for biodiversity financing is essential.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in French or other local languages will be considered an asset, as it may facilitate engagement with local stakeholders and communities.

This position is offered as a contract for a duration of 85 working days over 8 months. It is classified as a national consultant role, meaning that candidates must be residents of Mauritius or have the legal right to work in the country.
