Job Overview: The Financial Support Officer position at CERN offers a unique opportunity to become an expert in applying European Commission (EC) financial rules. The role is pivotal in managing all financial aspects of assigned projects, which includes analyzing proposals, developing strategic budgets, and overseeing expenses. Duties and Responsibilities: The Financial Support Officer will be responsible for ensuring compliance with EU financial rules and CERN internal regulations. Key duties include analyzing EC project proposals from a funding scheme perspective under the Horizon Europe program, developing appropriate budgets, managing and monitoring EC project budgets and expenses, and proposing corrective actions as necessary. The officer will follow up on EC projects from a financial standpoint, providing specialist financial advice and guidance on grant-related financial matters to CERN departments and external partners. Regular preparation of financial reports for both internal and external audiences, including the European Commission and external auditors, is also a critical responsibility. Additionally, the officer will be expected to propose improvements to internal financial procedures to enhance operational efficiency.
Required Qualifications: Candidates must possess a Bachelor's degree or equivalent relevant experience in Finance, Accounting, Treasury, or a related field. Extensive experience in financial services within international environments is essential, along with a demonstrated ability to manage complex financial activities autonomously. Proven experience in applying European Commission financial rules, particularly H2020 and/or Horizon Europe, is required, as well as well-established exposure to their practical implementation in project contexts. Technical competencies in funding programs, financial reporting and analysis, accounting control, and process analysis are also necessary for this role.
Educational Background: A Bachelor's degree in Finance, Accounting, Treasury, or a related field is required for this position. Equivalent relevant experience may also be considered in lieu of formal education. Candidates should have a strong foundation in financial principles and practices, particularly as they relate to international funding programs and compliance with regulatory frameworks.
Experience: Candidates should have extensive experience in financial services, particularly within international environments. This includes a proven track record of managing complex financial activities with a high degree of autonomy. Experience in applying European Commission financial rules and a strong understanding of their practical implementation in project contexts are critical for success in this role.

Additional Notes: This position is a limited duration contract for 5 years, with the possibility of extension up to 8 years and eligibility for an indefinite contract tenure. The role requires a commitment of 40 hours per week and offers hybrid working flexibility. The job grade is classified as 4-5, and the reference for this job is SR-SE-EUI-2026-90-LD.
