Job Overview:
The Administrative Officer position at WHO is crucial for ensuring the effective delivery of health programs at the country level. The role focuses on providing comprehensive administrative and financial support to the WHO country office in Dili, Timor-Leste. The incumbent will be responsible for guiding the head of the WHO office and other staff on operational policies and procedures, ensuring compliance with WHO regulations. This position requires a proactive approach to problem-solving and the ability to manage multiple priorities effectively. The Administrative Officer will also play a key role in supporting the formulation and implementation of human resources plans, ensuring that the office is staffed with qualified personnel. Duties and Responsibilities:
The Administrative Officer will perform a variety of duties, including but not limited to: guiding the WHO country office staff on operational and administrative policies; providing solutions that align with organizational compliance; managing staff and operations teams to deliver services in budget and finance, human resources, procurement, and general administration; supporting the head of the WHO country office in human resources planning and management; supervising administrative support staff and coordinating their tasks; representing WHO in UN operations management meetings; coordinating security" style="border-bottom: 1px dotted #007bff !important;">security management under UN Common Services agreements; and ensuring the safety and security of the WHO country office and its personnel.

Required Qualifications:
Candidates must possess a university degree in a relevant field such as finance, management accountancy, public administration, or business administration. A master's degree in business administration or a related field is desirable. Additionally, training in human resources, accounting, finance, and monitoring and evaluation is preferred. Candidates should have a strong understanding of administrative, financial, and management principles, as well as the ability to analyze data and provide recommendations based on that analysis.

Educational Background:
The essential educational requirement for this position is a bachelor's degree in a relevant field. A master's degree is desirable, along with additional training in areas such as human resources and finance. Candidates must ensure that their educational qualifications are recognized by the World Higher Education Database (WHED).

Experience:
A minimum of five years of relevant work experience is required, particularly in leading and performing a wide range of administrative services, including staff supervision. Experience with WHO, UN, or equivalent organizations is desirable, as is knowledge of program management and project management within a public health context. Familiarity with enterprise resource planning systems is also beneficial.

Languages:
Expert knowledge of English is essential for this position. A beginner's knowledge of Tetum is desirable but not mandatory. Proficiency in additional languages may enhance a candidate's application.
