Job Overview: The Programme Evaluation Officer will be responsible for planning, directing, organizing, conducting, and reporting on technical evaluations of the Delegation of Authority performance and service delivery performance. This role involves conducting KPI data analysis, providing technical evaluation support to Service Chiefs, conducting risk assessments, and analyzing information from client satisfaction surveys to inform decision-making. The incumbent will also prepare and implement work and action plans for performance management, advise on policy development based on evaluation findings, and liaise with other departments to integrate new evaluation methodologies. The position requires strong analytical skills and the ability to communicate findings effectively to senior management.
Duties and Responsibilities: The incumbent will undertake various duties, including:
Conducting technical evaluations of performance and service delivery, including risk analysis and compliance with accountability frameworks.
Analyzing KPI data and client satisfaction surveys to provide actionable recommendations.
Supporting Service Chiefs in responding to queries from the Board of Auditors and ensuring the implementation of their recommendations.
Conducting risk assessments and monitoring the organization's risk management program.
Preparing and implementing work plans for performance management and budget management.
Advising on policy development based on evaluation findings.
Collaborating with internal clients to design and implement service delivery improvements.
Preparing analytical reports and presentations on service delivery issues.
Planning and generating survey initiatives and maintaining effective relationships with clients and partners.
Required Qualifications: Candidates must demonstrate in-depth knowledge of management, oversight, evaluation, and finance theories and concepts. Proven analytical and evaluation skills are essential, along with the ability to conduct independent research and analysis. Candidates should have excellent knowledge of the UN system and evaluation methodologies. The ability to apply judgment, plan work, and manage conflicting priorities is crucial. Candidates must also show a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: An advanced university degree (Master's degree or equivalent) in social sciences, law, accounting/finance, business or public administration, programme management, or a related field is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates must have at least three years of experience in programme management or analysis in an international environment, along with experience in managing multiple projects. Experience in planning and preparing programmes in an international organization, survey methodology, data analysis, and results-based budgeting is also required. Desirable experience includes programme evaluation and/or audit in an international environment and liaising with intergovernmental bodies.
Languages: English is required for this position, with a minimum proficiency of UN Level III in reading, writing, listening, and speaking. Spanish is desirable, with a minimum proficiency of UN Level I in all skills. Candidates should refer to the UN Language Framework for further details.
Additional Notes: This is a temporary position expected to last until 30 June 2026, with potential relocation to Port-Au-Prince, Haiti, to address operational requirements.
