Job Overview: The Procurement Specialist position at the World Bank is a critical role that involves supporting and enhancing the procurement work program within the East Asia and Pacific region, specifically focusing on the South Pacific countries. Duties and Responsibilities: The Procurement Specialist will undertake a variety of duties and responsibilities, including:
Providing procurement support to task teams and clients, ensuring adherence to World Bank Procurement Regulations and quality controls in procurement decisions.
Assisting clients in understanding and applying the World Bank Procurement Framework, including the use of Standard Procurement Documents.
Supporting client countries in achieving value for money in project procurement and ensuring compliance and efficiency in procurement processes.
Contributing to the strengthening of procurement capacity within borrower entities through assessments and initiatives aimed at improving practices and risk management.
Reviewing and ensuring quality assurance on procurement aspects of Bank-financed operations, including preparation of procurement-related documentation.
Participating in supervision and implementation support missions, providing advice on procurement risk management and resolving procurement issues.
Utilizing technology solutions to monitor procurement progress and support portfolio management.
Required Qualifications: Candidates must possess a Master's degree in a relevant field such as Engineering, Law, Procurement, Finance, Business, or Commerce, or equivalent qualifications. Additionally, a minimum of five years of relevant professional experience in procurement and contract management is required, preferably within the Pacific context or in fragile and conflict-affected small island states. Strong oral and written communication skills in English are essential, along with a comprehensive understanding of World Bank procurement principles and practices. Candidates should demonstrate the ability to engage diplomatically with diverse stakeholders and possess excellent interpersonal skills, flexibility, and the capacity to work effectively in multicultural environments.
