Job Overview: The position of Officier Technique Cash et Système de Marchés is crucial for the NRC's operations in Kousseri, particularly in the Makary region. The primary objective of this role is to support partners in implementing projects that utilize cash transfer and market-based approaches, adhering to NRC's standards and guidelines. The officer will work closely with colleagues and partners to ensure effective project execution, compliance with the Cash & Market Systems strategy, and the targeting of the most vulnerable beneficiaries. This role requires a proactive approach to exploring and evaluating new or improved assistance modalities, as well as promoting technical improvements within the organization. The officer will also be responsible for preparing progress reports and ensuring proper documentation and archiving of project-related materials.
Duties and Responsibilities: The duties and responsibilities of the Officier Technique Cash et Système de Marchés include ensuring compliance with NRC policies, tools, manuals, and guidelines; supporting colleagues in the implementation of cash and market-based assistance projects; preparing and developing progress reports as needed; maintaining proper filing and archiving of documents; ensuring projects target the most vulnerable beneficiaries; promoting and sharing ideas for technical improvement; representing NRC at regional Cash Working Group meetings; and performing any other relevant tasks related to Cash & Market activities as required by the program and management. Specific responsibilities include supporting teams in developing, monitoring, and contextualizing cash and market-based work plans; contributing to the coordination of various teams; ensuring the application of recommendations from Post-Distribution Monitoring reports; supporting cash distribution reconciliations; contributing to project reporting; providing training and technical support to local partners; and ensuring adherence to protection, accountability, and inclusion principles in all interventions.
Required Qualifications: Candidates for the Officier Technique Cash et Système de Marchés position must possess a university degree (at least a bachelor's degree) in Social Sciences, Business Administration, Economics, or related fields. They should have a proven track record of at least two years in cash programming and market-based approaches within humanitarian and/or recovery contexts, preferably in the Far North region. Experience in complex and volatile contexts is essential, along with proficiency in both French and English. Familiarity with RedRose, mobile money, e-vouchers, MPCA, and digital payment systems is considered an asset. Additionally, candidates should have experience working with local partners, providing technical support and coordination, and a solid understanding of crisis contexts and complex emergency situations.
Educational Background: The educational background required for this position includes a minimum of a bachelor's degree in relevant fields such as Social Sciences, Business Administration, or Economics. This educational foundation is critical for understanding the complexities of cash programming and market systems, as well as for effectively engaging with various stakeholders involved in humanitarian assistance.

Additional Notes: The contract for this position is set to begin in May 2026 and is a fixed-term contract that may be renewed based on the availability of funds. The salary and benefits will be determined according to NRC's salary scale, which includes a health insurance coverage of 90%.
