Job Overview:
The position of Coordinateur.trice ICLA involves overseeing the implementation and quality of the Information, Counseling, and Legal Assistance (ICLA) program in the Extreme North region of Cameroon. The role requires ensuring compliance with NRC policies and procedures, managing performance processes, and providing technical support to colleagues and partners involved in ICLA activities. The coordinator will contribute to the development of ICLA strategies, project proposals, and ensure that the projects target individuals in need of legal protection. The position also entails supervising legal service delivery, collaborating with local authorities, and promoting organizational learning through technical analyses and quality reporting. The coordinator will play a crucial role in integrating minimum standards for Safe and Inclusive Programming (SIP) across all programs and will be responsible for capacity building and support for the ICLA team and partners.

Duties and Responsibilities:
The duties and responsibilities of the Coordinateur.trice ICLA include:
  • Ensuring adherence to NRC policies and procedures.
  • Managing performance processes for direct reports, including setting clear objectives and providing support.
  • Providing technical support and training to colleagues and partners involved in ICLA activities.
  • Contributing to the development of ICLA strategies and project proposals.
  • Coordinating the implementation of ICLA projects, ensuring compliance with donor requirements and high-quality technical standards.
  • Supervising the provision of legal services to project participants and liaising with local authorities.
  • Ensuring that projects target individuals in need of legal protection.
  • Contributing to organizational learning through technical analyses and quality reporting.
  • Supporting the integration of SIP standards in all technical documents and project activities. 1
  • Conducting assessments and providing recommendations for program improvement. 1
  • Representing ICLA in coordination forums and producing timely reports on project progress.

Required Qualifications:
The required qualifications for the position include:
  • A Master's degree in law, human rights, international humanitarian law, international relations, political science, social sciences, or a related field.
  • A minimum of 3 years of relevant professional experience in a similar role, preferably in humanitarian or reconstruction contexts.
  • Proven results related to the responsibilities of the position.
  • Knowledge of the national legal framework and the context of displacement in the Extreme North region.
  • Strong understanding of laws and regulations related to internal displacement is an asset.
  • Experience in coordinating activities and liaising with external actors.
  • Experience in coordinating working groups and establishing legal protection programs is a plus.
  • Previous experience working in complex and unstable contexts.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint. 1
  • Excellent command of both French and English, written and spoken.

Educational Background:
The educational background required for this position includes a Master's degree in law, human rights, international humanitarian law, international relations, political science, social sciences, or a related field. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and understanding of legal frameworks relevant to the role.

Experience:
Candidates should have a minimum of 3 years of relevant professional experience in a similar position, ideally within the humanitarian sector or in contexts related to reconstruction. This experience should demonstrate the candidate's ability to manage complex projects, coordinate with various stakeholders, and deliver high-quality services in challenging environments.

Languages:
The mandatory languages for this position are French and English, with a requirement for excellent proficiency in both written and spoken forms. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
The position is a 7-month renewable contract, subject to funding availability. The work location is in Makary, with 60% of the time spent on field visits. The salary is based on Grade 7, step 1 of the NRC Cameroon salary scale. The desired start date for this position is June 202
