Solidarités International (SI) has been operational in South Sudan since 2006, focusing on emergency and post-emergency contexts, particularly in rural and semi-urban areas. The organization is recognized for its expertise in running emergency Water, Sanitation, and Hygiene (WaSH) interventions, which are acknowledged by various WaSH actors and donors in the country. SI's mission is to provide humanitarian assistance and improve living conditions for vulnerable populations affected by crises.   • SI is committed to ensuring high-quality responses to humanitarian needs, particularly in the WaSH sector, and has established a strong presence in Upper Nile State, with offices in Malakal, Ulang, and Renk.

Job Overview:
The Program Manager (PM) will be responsible for implementing SI's response in the Malakal area, including Fashoda and Baliet counties. The PM will oversee the operational presence of SI, ensuring timely delivery of high-quality interventions that address urgent humanitarian needs in the WaSH sector and Non-Food Item (NFI) distribution. The role involves supervising the operational team, ensuring programs are designed, implemented, and monitored in line with donor requirements and organizational standards. The PM will also support the establishment of strong Accountability to Affected Populations (AAP) mechanisms and build trusted relationships with local authorities and community representatives. The position requires adaptability to a challenging operational environment, with a focus on capacity building for national staff and ensuring the relevance of projects in response to evolving needs.

Duties and Responsibilities:
  • Implement and oversee SI's WaSH and NFI interventions in Malakal and surrounding areas, ensuring alignment with organizational standards and donor requirements.
  • Supervise the operational team, providing guidance and support to ensure effective program delivery.
  • Monitor and evaluate program activities, proposing adjustments as necessary to maintain relevance and effectiveness.
  • Build and maintain relationships with local authorities, community representatives, and coordination partners to facilitate program implementation.
  • Ensure the establishment of robust AAP mechanisms to enhance community engagement and accountability.
  • Conduct regular assessments to identify urgent needs in the community and adapt interventions accordingly.
  • Coordinate with diverse authorities and humanitarian actors to ensure effective delivery of assistance while navigating complex operational environments.
  • Manage project budgets, ensuring efficient use of resources and adherence to financial guidelines.
  • Lead capacity-building initiatives for national staff to enhance technical and managerial skills. 1
  • Prepare for seasonal and epidemic shocks by developing contingency plans and pre-positioning essential supplies.

Required Qualifications:
  • A minimum of 3-4 years of experience as a program manager in humanitarian relief contexts.
  • Proven ability to adapt WaSH interventions in response to emergencies, including disease outbreaks and natural disasters.
  • Strong technical and project management skills, including the ability to develop technical Bills of Quantities (BoQs) and manage distributions, cash, and NFI interventions.
  • Excellent community and stakeholder engagement skills, with a focus on building trust and collaboration.
  • Strong written and verbal communication skills in English; proficiency in Arabic is an asset.
  • Demonstrated ability to work in challenging environments and manage complex operational challenges.

Educational Background:
A Bachelor's degree in Engineering, Biology, Water Resources Management, Hydrogeology, or a related field is required. Advanced degrees or certifications in relevant areas will be considered an asset.

Experience:
Candidates should possess 3-4 years of relevant experience in program management within humanitarian contexts, demonstrating a strong understanding of WaSH interventions and emergency response mechanisms. Experience in managing teams and coordinating with various stakeholders is essential.

Languages:
Fluent English is mandatory, both written and spoken. Proficiency in Arabic is considered an asset and will enhance communication with local communities and stakeholders.

Additional Notes:
The position is for a duration of 9 months, with the possibility of renewal.
