Job Overview: The Finance Officer (FO) position within the Loan Clients Services unit of the World Bank Group's Controllers Vice Presidency is pivotal in managing disbursement-related activities during project preparation and implementation. The FO serves as the country focal point for an assigned portfolio, ensuring effective communication and collaboration with various stakeholders. Responsibilities include reviewing project preparation packages, supporting disbursement processes, and innovating solutions to enhance operational efficiency. The role requires active engagement with internal and external clients, contributing to the overall mission of the World Bank Group to improve financial management and project outcomes.
Duties and Responsibilities: The Finance Officer will have a diverse set of responsibilities, including:
Acting as the focal point for internal and external client inquiries at the country level, providing insights and support to drive conversations with Country Management Units (CMUs).
Reviewing project documents and providing timely inputs to task teams, ensuring compliance with Bank policies and procedures.
Preparing disbursement and financial information letters, loan repayment terms, and participating in project preparation meetings.
Managing complex project restructurings and advising on financial terms and disbursement-related issues.
Engaging with stakeholders to provide cohesive solutions and support special projects as assigned by management.
Conducting capacity-building training and knowledge-sharing events to enhance team capabilities and foster a future-ready workforce.
Required Qualifications: Candidates must possess a recognized professional accounting qualification such as a CPA, ACCA, or equivalent, along with a bachelor's degree in finance, accounting, or a related discipline. A master's degree in business administration, finance, or accounting is preferred. The ideal candidate should have advanced knowledge of banking operations, Generally Accepted Accounting Principles (GAAP), and financial management practices. Familiarity with the World Bank’s Operational Policies and Procedures is also essential for this role.
Educational Background: The position requires a recognized professional accounting qualification (CPA, ACCA, CIPFA, or equivalent) and a bachelor's degree in finance, accounting, or a related field. A master's degree in a relevant discipline is considered an advantage, enhancing the candidate's qualifications for the role.
Experience: A minimum of six years of relevant work experience is required, with increasing responsibility in financial management or accounting roles. Experience in a financial institution or accounting firm is advantageous, as is familiarity with financial systems, AI, and blockchain technology. Candidates with experience across multiple regions or corporate units will be viewed favorably, particularly those with Big Four or equivalent public accounting experience.
Languages: Fluency in English is mandatory, with advanced proficiency in both written and spoken forms. The ability to conduct meetings in English is essential. Additional language skills in Arabic, Chinese, Russian, or French will be considered a plus, enhancing the candidate's ability to engage with diverse stakeholders.
