This role involves working closely with the Programs Unit and reporting directly to the Head of Programs. The consultant will coordinate with various teams, including those focused on emergencies, supply chain, finance, monitoring and evaluation, partnerships, and relevant field offices. The primary purpose of this position is to enhance the capacity for emergency response, particularly in relation to climate shocks, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, and socio-economic vulnerabilities. The consultant will provide technical assistance, ensure quality programming for emergencies, and support the development of operational plans and procedures. This role is designed for a maximum of 65 working days, primarily in April and May 2026, and requires a proactive approach to strengthen the team's capabilities in emergency contexts.
Duties and Responsibilities:
Technical Assistance and Quality Assurance for Emergency Programming: Provide practical technical assistance for the design, review, and strengthening of emergency proposals, including logical frameworks, activities, budgets, risk analysis, and alignment with CSP outcomes and donor requirements. Review and enhance emergency operational plans, implementation structures, and standard operating procedures (SOPs), ensuring operational viability, clarity in roles and responsibilities, and alignment with WFP corporate standards. Support the definition and refinement of implementation modalities, delivery mechanisms, targeting approaches, and coordination arrangements with cooperating partners and government counterparts. Contribute to the development or adjustment of internal guidelines, checklists, and planning tools to improve the quality and consistency of emergency program design and implementation.
Support for Human Resources Processes for Emergency Response: Provide technical support to human resources processes related to emergency response, including defining roles, terms of reference, and competency profiles for temporary emergency response positions. Assist in the timely identification and recruitment of temporary personnel required for emergency response projects. Advise on surge staffing structures and deployment arrangements to support effective implementation and coordination of the response.
Strengthening Technical Capacities of the SO 1 (Crisis) Team: Provide specific support for strengthening the technical capacities of the SO 1 (Crisis) team within the framework of the Country Strategic Plan, with an emphasis on emergency program design, grant management, implementation planning, and compliance with corporate and donor requirements. Provide practical on-the-job coaching and mentoring to enhance the team's confidence, technical rigor, and operational readiness for emergency response. Support the identification of capacity gaps and practical solutions to improve preparedness, response quality, and inter-functional coordination.
Professional Support and Team Assistance: Provide professional support to the SO 1 team to strengthen leadership, coordination, workload management, and performance in emergency contexts. Facilitate reflection spaces on roles, ways of working, and collaboration during emergency responses, contributing to a more resilient and effective team. Expected products include technical contributions and written feedback on emergency proposals and operational plans, enhanced emergency implementation structures, SOPs or technical notes, technical inputs to terms of reference and staffing planning documents for emergency surge, and a closing note summarizing key contributions, observations, and recommendations.
Required Qualifications: Advanced university degree in humanitarian studies, development, international relations, nutrition, food security, or a related field. A minimum of 6 to 8 years of progressive experience in the design, implementation, and coordination of humanitarian or emergency programs. Demonstrated experience providing technical assistance, reviewing proposals, and supporting operational planning in emergency contexts. Solid knowledge of emergency programming, corporate systems, and donor compliance requirements. Proven experience in capacity strengthening, coaching, and mentoring program teams. Ability to work independently, deliver high-quality products under tight deadlines, and perform effectively in dynamic emergency contexts.
Educational Background: Candidates must possess an advanced university degree in relevant fields such as humanitarian studies, development, international relations, nutrition, food security, or a related discipline. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical understanding of the complexities involved in emergency response and humanitarian assistance.
Experience: The position requires a minimum of 6 to 8 years of progressively responsible experience in the design, implementation, and coordination of humanitarian or emergency programs.
