Job Overview: The National Professional Officer position at WHO is designed to enhance the national capacity for preparedness and response to health emergencies, particularly in the context of emerging infectious diseases and multi-hazard emergencies. The officer will work closely with national authorities and WHO's Health Emergencies Programme to provide technical assistance and support the development of national strategies for health emergency preparedness and response. This role involves collaboration with various stakeholders, including ministries and other partners, to conduct gap analyses and develop comprehensive health emergency plans. The officer will also contribute to the assessment of national health risks and the establishment of emergency health care systems, ensuring that critical health services are available during emergencies. The position requires a proactive approach to mobilizing resources and advocating for health sector risk reduction, preparedness, and response initiatives.
Duties and Responsibilities:
Coordinate with technical focal points at regional and headquarters levels, under the guidance of the WHO country office head.
Provide technical assistance to national authorities and the WHO Health Emergencies programme to enhance national capabilities in preparedness and response to health emergencies.
Support WHO's approach in Emergency Risk Management, Country Preparedness, and International Health Regulations.
Collaborate with relevant ministries and stakeholders to conduct gap analyses and support the development of national health emergency preparedness plans.
Assist in preparing a national risk profile, assessing health risks and vulnerable populations.
Coordinate the identification of resource needs and funding gaps for health sector preparedness and response.
Support national health authorities in strengthening emergency health care systems and developing National Emergency Medical Teams.
Capture and disseminate knowledge from policy and field interventions.
Represent WHO in inter-agency meetings related to epidemics and emergency preparedness.
Required Qualifications: Essential qualifications include a university degree in a relevant field such as medicine, epidemiology, or public health. Desirable qualifications include training in applied epidemiology. Candidates should possess knowledge of epidemic and emergency preparedness principles, International Health Regulations, and skills in health policy and operational interventions. Excellent oral and written communication skills are essential, along with the ability to plan, monitor, and evaluate health systems effectively.
Educational Background: Candidates must have at least a bachelor's degree in a relevant field such as medicine, epidemiology, or public health. Additional training in applied epidemiology is considered desirable, as it enhances the candidate's ability to contribute effectively to the role.
Experience: A minimum of two years of relevant work experience is required, particularly in public health, epidemic preparedness, and response activities at the national level. Experience in forming partnerships for health policy and strategic interventions in emergency contexts, especially in developing countries, is essential. Desirable experience includes activities aimed at strengthening country capacities for health emergencies and familiarity with WHO's mandate and operations.
Languages: Expert knowledge of English and Arabic is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is classified as a National Professional Officer role, meaning only applications from nationals of Yemen will be accepted. The remuneration for this position starts at an annual base salary of USD 41,349, subject to mandatory deductions for pension contributions and health insurance.
