Job Overview:
The position of Interim Consultant for People and Culture Specialist at UNICEF Cambodia is a unique opportunity aimed at providing interim leadership to the People & Culture (P&C) team. The role is pivotal in enhancing workplace culture, employee engagement, and organizational effectiveness within the Country Office. The selected candidate will collaborate closely with the Representative and senior management, offering strategic guidance and technical leadership on all human resources matters. This position is designed for a dynamic and experienced professional who can make a meaningful impact on the organization’s HR practices and contribute to the overall mission of UNICEF in Cambodia.

Duties and Responsibilities:
The duties and responsibilities of the Interim Consultant for People and Culture Specialist include:
  • Providing strategic HR leadership and guidance to the P&C team and senior management.
  • Overseeing workforce planning and recruitment processes to ensure alignment with organizational goals.
  • Advising on HR policies and practices to enhance employee engagement and organizational culture.
  • Supporting organizational change initiatives and HR service delivery transitions.
  • Conducting assessments of current HR practices and recommending improvements.
  • Facilitating training and development programs to enhance staff capabilities.
  • Ensuring compliance with UNICEF’s policies and procedures in all HR matters.
  • Engaging with stakeholders to foster a collaborative and inclusive workplace environment.
  • Monitoring and evaluating the effectiveness of HR initiatives and making necessary adjustments. 1

Required Qualifications:
The required qualifications for this position include:
  • An advanced university degree (Master’s or equivalent) in Human Resources Management, Business Administration, Organizational Development, Psychology, or a related field.
  • A minimum of 5 years of relevant professional experience in People & Culture, preferably within the UN system or international organizations.
  • Proven experience in workforce planning, recruitment, and HR advisory services.
  • Strong analytical and advisory skills, with the ability to manage complexity and ambiguity.
  • Excellent communication and stakeholder engagement abilities.
  • A demonstrated commitment to people-centered, inclusive, and ethical practices.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as Human Resources Management, Business Administration, Organizational Development, Psychology, or a related area. This educational background is essential to ensure that the candidate has the theoretical knowledge and practical skills necessary for effective HR management and organizational development.

Experience:
The position requires a minimum of 5 years of relevant professional experience in People & Culture. Candidates should have experience working within the UN system or international organizations, with a strong emphasis on workforce planning, recruitment, and HR advisory services. Experience in supporting organizational change or HR service delivery transitions is considered a strong asset, indicating the need for a candidate who can navigate complex HR landscapes and drive effective change initiatives.

Languages:
Fluency in English is mandatory for this position. Knowledge of Khmer or another UN language is considered an asset, enhancing the candidate's ability to communicate effectively within the diverse cultural context of UNICEF Cambodia and engage with local stakeholders.
