Job Overview: The Engineer position is critical for the effective and timely implementation of debris removal and management work in Ukraine, particularly in the context of the ongoing war and its aftermath. The incumbent will work under the guidance of the Debris Removal Analyst, Debris Management Specialist, and the Head of Debris Management Unit, with overall direction from the Project Manager. The role involves providing advisory support and supervision to ensure the quality and efficiency of demolition and debris management works for relevant projects under the Energy and Environment pillar. The Engineer will be responsible for ensuring that all demolition and debris management projects are executed in accordance with established guidelines, while also promoting UNDP's commitment to gender responsiveness and zero tolerance for discriminatory behavior.
Duties and Responsibilities: The Engineer will conduct needs assessments for demolition and debris activities, establish priorities, and identify emergency demolition and debris management needs in collaboration with local authorities. Responsibilities include preparing necessary plans and documents for successful project implementation, liaising with governmental organizations, and supervising site engineers and contractors. The Engineer will process reports from site engineers and contractors, conduct regular site visits to monitor progress, and participate in the handover of completed works to relevant authorities. Additionally, the Engineer will support local authorities in project documentation preparation, assess the performance of UNDP suppliers, and contribute to project reporting. The role also involves ensuring compliance with legislation and UNDP procedures, preparing guidelines for project execution, and participating in pre-bid meetings and evaluations.
Required Qualifications: Candidates must possess strong analytical skills, adaptability, and the ability to work in a challenging environment. The role requires excellent judgment and decision-making capabilities, as well as effective planning and organizational skills. Educational Background: A degree in engineering or a related field is required for this position. Experience: The position requires a minimum of 3-5 years of relevant professional experience in engineering, construction management, or project implementation, particularly in contexts involving debris management, demolition, or environmental safety. Experience working in crisis or post-conflict settings is highly desirable, as is familiarity with UNDP procedures and standards.
Languages: Fluency in English is mandatory, while proficiency in Ukrainian or Russian is highly desirable. Knowledge of additional languages may be considered an asset, particularly in facilitating communication with local communities and stakeholders.
Additional Notes: This is a national UN Volunteer assignment, and the selected candidate will be responsible for organizing their own accommodation. The contract duration is specified in the vacancy announcement, with the possibility of extensions based on funding availability and performance. The position is full-time, and the Volunteer Living Allowance (VLA) is set at USD 1690 per month, which covers housing and living expenses. Additional allowances include a one-time entry lump sum of USD 350 and an exit allowance of USD 112 for each month of service. Medical and life insurance coverage is provided for the duration of the assignment, along with annual leave and sick leave entitlements.
