Job Overview: The Administrative and Finance Associate position is integral to the UNDP Peace and Stabilization Programme Team, specifically supporting the 'Unifying Pathways, Linkages and Inclusive Facilitation of Transformative Services for Decommissioned Combatants (UPLIFT DC)' project. This project aims to assist the transition of former combatants in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) by providing socio-economic interventions and strengthening information management systems. The Associate will be responsible for ensuring efficient administrative, logistical, and financial management support for the project, facilitating smooth operations and effective implementation of project activities. The role requires a client-oriented approach and the ability to work collaboratively with diverse teams and stakeholders, including UN agencies and civil society organizations. The position also involves travel to various areas in Mindanao and BARMM to support project activities.
Duties and Responsibilities: The Administrative and Finance Associate will perform a comprehensive set of duties, including but not limited to: providing efficient finance and administrative support to the project team; processing payments to suppliers and consultants; tracking expenditures against the approved budget; managing cash advances and reimbursements; creating requisitions in the Quantum system; overseeing administrative, logistical, and procurement procedures; maintaining systematic filing of office records; coordinating meetings and workshops; ensuring compliance with procurement processes; maintaining project asset inventory; supporting partnerships and resource mobilization efforts; and facilitating knowledge sharing and capacity building within the team. The Associate will also be responsible for ensuring timely and quality support to project activities, contributing to the overall success of the Peace and Stabilization Programme.
Required Qualifications: Candidates must possess secondary education as a minimum requirement, with a university degree in Finance or Accounting being desirable. Fully qualified accountants from internationally accredited institutes or those who have completed the UNDP Finance Training and Certification Programme (FTCP) are preferred. Candidates without professional accountancy qualifications but with relevant degrees must complete the FTCP if recruited. Additionally, candidates with no professional qualifications but relevant experience must pass the UNDP Accountancy and Finance Test (AFT) before shortlisting and complete the FTCP if recruited. Proficiency in standard software applications such as Word, Excel, PowerPoint, and Outlook is essential.
Educational Background: The educational background required for this position includes a minimum of secondary education, with a preference for candidates holding a university degree in Finance or Accounting. Candidates who are fully qualified accountants from recognized institutes or those who have completed the UNDP Finance Training and Certification Programme (FTCP) will have an advantage. It is also noted that candidates without professional qualifications but with relevant degrees must complete the FTCP if recruited, while those with relevant experience must pass the AFT before being shortlisted.
Experience: The position requires a minimum of 7 years of professional experience in administration and financial support for projects or programs if the candidate has secondary education, or 4 years if the candidate holds a bachelor's degree. Candidates should have demonstrated experience in project financial management, including budget preparation, financial reporting, and handling web-based management systems and ERP financials, preferably Oracle (Quantum). Experience in administrative and financial support within local government units is also required, with additional experience in government organizations, NGOs, or international organizations being advantageous.
Languages: Fluency in English and Filipino is mandatory for this position. Knowledge of local languages spoken in BARMM is considered an advantage, as it may facilitate communication and engagement with local stakeholders and communities.
