Job Overview:
The position of Consultant for Environmental Impact Assessment Training is designed to strengthen the Environmental Impact Assessment (EIA) process within the renewable energy sector in Nepal. This role involves conducting a Training Needs Assessment (TNA) to identify gaps in the current EIA process and to develop a comprehensive training program that integrates national environmental and energy sector expertise. The consultant will work closely with the Government of Nepal’s Ministry of Forest and Environment (MoFE) and its Forest Research and Training Center (FRTC) to co-develop and deliver a national course aimed at enhancing the technical quality of EIA reports and follow-up monitoring. The consultant will also be responsible for compiling training materials and outputs, ensuring that the training is effectively delivered and meets the needs of the participants.

Duties and Responsibilities:
  • Conduct the Trainings Needs Assessment (TNA) based on the TNA template developed by UNEP and FRTC and develop a TNA report with key findings and recommendations for the planned national course.
  • Develop a proposed course syllabus and training manual based on the TNA results, for review by UNEP and FRTC.
  • Support the co-delivery of training, including preparations, logistics planning, and co-facilitation with UNEP and FRTC.
  • Compile training materials and outputs needed for developing the training report and finalized training materials.
  • Collaborate with government institutions and stakeholders to enhance environmental due diligence and strengthen environmental resilience.
  • Report to the Programme Manager, DRR - Disasters and Conflicts Branch, ensuring alignment with UNEP’s objectives and strategies.

Required Qualifications:
An advanced university degree (Masters degree or equivalent) in environmental policy, environmental governance, natural resource management, forestry, climate and disaster risk management, renewable energy, or a related field is required. Alternatively, a first-level (undergraduate) degree alongside 2 additional years of relevant experience in environmental policy or governance may be accepted in lieu of the advanced degree. Candidates must demonstrate at least 7 years of experience in the fields of environmental policy, governance, natural resource management, climate and disaster risk management, and/or renewable energy. Experience in developing and conducting trainings and capacity-building activities is essential, as is experience working with government institutions and national stakeholders in Nepal.

Educational Background:
Candidates must possess an advanced university degree (Masters degree or equivalent) in relevant fields such as environmental policy, environmental governance, natural resource management, forestry, climate and disaster risk management, or renewable energy. A first-level (undergraduate) degree may be accepted if accompanied by additional relevant experience.

Experience:
The position requires a minimum of 7 years of professional experience in environmental policy, governance, natural resource management, climate and disaster risk management, and/or renewable energy. Candidates should have demonstrated experience in developing and conducting training programs and capacity-building activities, as well as experience working with government institutions and national stakeholders in Nepal. Practical experience in delivering university-level lectures and trainings is considered desirable.

Languages:
Fluency in written and spoken English and Nepali is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
