Job Overview:
The DRR Communication & Information Management Consultant will play a crucial role in strengthening the communication and information management functions of the National Disaster Risk Reduction and Management Authority (NDRRMA) in Nepal. The consultant will be responsible for daily operational support and capacity building, which includes collecting and documenting information on existing disaster situations, supporting daily communication outputs such as situational updates and social media management, and facilitating skill transfer to NDRRMA personnel. The consultant will lead efforts in incident data updates, social media outreach, documentation, and knowledge product development, all aimed at enhancing NDRRMA's institutional capacity and improving disaster communication systems. This position is vital for ensuring effective and timely disaster information management and communication, which are essential for national preparedness and response in a country frequently affected by various hazards.

Duties and Responsibilities:
The Consultant will provide technical expertise in communication and information management, with specific responsibilities that include: 1) Supporting the preparation and dissemination of monthly communication and information management reports, including incident updates and documentation. 2) Managing NDRRMA’s social media platforms by providing regular, accurate, and timely updates. 3) Developing knowledge products, stories, and documentation materials for both internal and external use. 4) Coordinating with media houses to ensure the effective dissemination of official messages, public service announcements, jingles, and disaster-related information. 5) Supporting the organization of meetings and workshops, including documentation, report preparation, and communication outputs. 6) Collaborating with NDRRMA teams to guide designated media houses on the effective dissemination of disaster-related content across provinces. 7) Providing capacity development support to NDRRMA through training, tools, and templates.

Required Qualifications:
The position requires a Master’s degree in mass communication, communication studies, journalism, public policy, or a related field. Additionally, candidates must have a minimum of 5 years of relevant experience in communication, journalism, knowledge management, information management, or disaster-related programs. Experience working with government agencies, international non-governmental organizations (INGOs), or donor-funded projects is essential, and experience with UN agencies is considered an asset. Strong interpersonal, cultural, and communication skills are necessary, along with proven experience in managing government social media platforms. Proficiency in MS Office and digital communication tools is also required, as well as the ability to work independently and collaboratively in challenging environments.

Educational Background:
Candidates must possess a Master’s degree in mass communication, communication studies, journalism, public policy, or a related field. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively manage communication and information in the context of disaster risk reduction and management.

Experience:
The position requires a minimum of 5 years of relevant experience in communication, journalism, knowledge management, information management, or disaster-related programs. This level of experience is crucial for the consultant to effectively contribute to the communication and information management functions of NDRRMA and to engage with diverse stakeholders in the field of disaster risk reduction.

Languages:
Fluency in English and Nepali is mandatory, with strong written and verbal communication skills required in both languages. This bilingual proficiency is essential for effective communication with various stakeholders, including government officials, media houses, and the public. Additional language skills may be considered an asset but are not mandatory for this position.
