Job Overview:
The Programme Coordinator will report directly to the Head of the Brazil Office and is expected to perform their duties in a timely and effective manner. This role involves close collaboration with UN-Habitat’s operational and technical teams to support the implementation of projects aimed at enhancing urban development in Brazil. The coordinator will be responsible for overseeing the project work plan, ensuring that all activities align with the established goals and objectives. This includes developing detailed work plans, preparing reports, and maintaining communication with various stakeholders, including government entities and civil society organizations. The coordinator will also play a key role in advocating for sustainable urban practices and facilitating knowledge sharing among partners, thereby contributing to the overall mission of UN-Habitat in promoting inclusive and resilient urban environments.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Architecture and Urbanism, Geography, Law, Economics, International Relations, or related fields. A postgraduate degree in relevant areas is required, or alternatively, four additional years of relevant experience beyond the basic requirement. Candidates should have a minimum of six years of experience in urban planning, water and sanitation projects, and infrastructure development in urban communities in Brazil. Experience in project management and familiarity with water and sanitation issues are essential. Previous experience with the United Nations is desirable, along with strong computer skills, particularly in Windows and Office packages, and proficiency in AutoCAD and GIS technologies.
Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Architecture and Urbanism, Geography, Law, Economics, or International Relations. Additionally, a postgraduate degree (either Lato Sensu or Stricto Sensu) in related disciplines is required, or candidates may substitute this requirement with four years of relevant experience. This educational foundation is crucial for understanding the complexities of urban development and the implementation of sustainable practices.
Experience:
The position requires a minimum of six years of professional experience in designing, reviewing, or implementing urban planning projects, particularly those related to water and sanitation in urban communities in Brazil. Candidates should have demonstrated experience in project management and a solid understanding of the challenges and opportunities within urban environments. Experience working with the United Nations or similar international organizations is considered an asset, as it provides valuable insights into the operational frameworks and methodologies employed in global urban development initiatives.
Languages:
Fluency in Portuguese and English is mandatory for this position, as these are the primary working languages for the role. Additionally, a working knowledge of Spanish is desirable, given that Spanish is the working language of the Regional Office. Proficiency in these languages is essential for effective communication with stakeholders and partners involved in urban development projects.
Additional Notes:
The position is expected to last for six months, with the possibility of renewal based on performance and availability of funds. The consultant will be compensated according to the LICA 3 UNOPS Salary Scale. It is important to note that this appointment is on a local basis, and only nationals from Brazil or candidates holding a permanent visa in Brazil may apply. The consultant must be available for travel related to project activities, with travel expenses covered by UN-Habitat in accordance with United Nations travel guidelines. - Establishing systems for project planning, implementation, and monitoring in collaboration with partners.
- Anticipating and mitigating risks to project development and implementation.
- Providing technical support for localizing international agreements, such as the 2030 Agenda and the New Urban Agenda.
- Coordinating relationships with state and local partners to support project implementation and address potential challenges.
- Monitoring project activities and expenditures, drafting annual and quarterly reports.
- Advocating for knowledge building and communication of project outcomes, including organizing events and workshops. 1
