Job Overview:
As a Project Analyst at the Bangladesh Resident Mission (BRM) within the South Asia Department (SARD), you will play a crucial role in providing statistical, administrative, and analytical support to project administration and portfolio management, particularly in the transport sector. Your responsibilities will include contributing to the administration of assigned transport sector projects, reviewing bid documents and evaluations, preparing project performance reports, and drafting correspondence in accordance with ADB guidelines. You will also be responsible for maintaining and actively using monitoring tools, ensuring data integrity, and compiling statistical data on projects and technical assistance. Your role will involve coordinating meetings on portfolio performance, preparing reports, and liaising with various stakeholders to facilitate the administration and monitoring of ADB-financed projects. This position requires a proactive approach to identifying risks and suggesting improvements to project progress, as well as assisting in the preparation of completion reports and processing disbursements for assigned projects.

Duties and Responsibilities:
The duties and responsibilities of the Project Analyst include:
  • Contributing to the administration of assigned transport sector projects, including reviewing bid documents and evaluations, preparing project performance reports, and drafting correspondence.
  • Providing quality data entry, verification, retrieval, and analysis for monitoring tools such as procurement review systems and audit tracking tools.
  • Updating individual eOperation records for transport sector loans and technical assistance projects, maintaining data integrity through quarterly validation processes.
  • Maintaining a database for managing Bangladesh and transport sector portfolios and compiling statistical data on projects and technical assistance.
  • Collecting data and monitoring progress on contract awards, disbursements, and compliance with loan covenants.
  • Coordinating meetings on portfolio performance, preparing reports, and following up on implementation measures.
  • Assisting in planning the performance of transport sector projects and preparing for high-level meetings.
  • Conducting reviews of audited project financial statements and ensuring compliance with financial agreements.
  • Liaising with BRM staff, HQ staff, and government agencies to facilitate project administration and monitoring. 1
  • Implementing procurement plans and reviewing procurement documents. 1
  • Assisting in the recruitment of staff consultants and administration of consultancy contracts. 1
  • Supporting the preparation of Project Completion Reports and processing disbursements for assigned projects.

Required Qualifications:
The required qualifications for the Project Analyst position include:
  • A Bachelor's degree in engineering (preferably civil engineering), economics, business administration, or a related field.
  • At least 5 years of relevant work experience, preferably in the transport sector, with experience in international agencies being preferred.
  • Knowledge of contract administration practices, procurement rules, and regulations applicable in the country context.
  • Demonstrated knowledge of multilateral development institution's operational processes.
  • Proven ability to conduct background research and analysis, collect and organize data, and prepare reports across sectors, particularly in the transport sector.
  • Understanding of bill of quantities (BOQ), technical design specifications, and bidding requirements will be an advantage.
  • Proficiency in using required information technologies and ability to liaise effectively with government officials and colleagues.

Educational Background:
The educational background required for the Project Analyst position includes a Bachelor's degree in engineering (preferably civil engineering), economics, business administration, or a related area. This educational foundation is essential for understanding the technical and administrative aspects of project management in the transport sector.

Experience:
The position requires at least 5 years of relevant work experience across sectors, with a preference for experience in the transport sector. Experience in international agencies will be considered an advantage, as it demonstrates familiarity with the operational processes and practices of multilateral development institutions.

Languages:
Proficiency in English is mandatory for this position, as it is the working language of ADB. Familiarity with local languages and institutions in Bangladesh is considered a good to have, as it can facilitate communication and collaboration with government officials and stakeholders.

Additional Notes:
This appointment is open to both internal and external applicants and is classified as a local staff position, meaning it is only open to nationals and permanent residents of Bangladesh. The position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment based on various factors, including the staff's skills and experience, funding availability, and performance. There is no limit to the number of renewals up to NRD, but this appointment is not convertible to a regular appointment.
