Job Overview:
The Programme Associate (PA) plays a crucial role in the effective functioning of programme operations within UNFPA. This position involves close collaboration with the Head of Unit, Programme, and Operations teams to provide essential administrative, operational, and coordination support. The PA is responsible for ensuring timely planning, implementation, and quality delivery of programme activities. This role requires flexibility, as the PA may be assigned to various thematic areas and will support activities across units to adapt to changing priorities and workloads. The PA will work under the direct supervision of the Humanitarian Programme Coordinator, contributing to the overall success of UNFPA's strategic objectives and enhancing teamwork and knowledge-sharing within the organization.

Duties and Responsibilities:
The Programme Associate will have a diverse set of responsibilities, including: A. Programme Management, Monitoring and Reporting: - Assist in implementing key milestones of the Country Programme. - Support the preparation of the Annual Work Plan (AWP). - Help develop procurement and travel plans. - Track deliverables and timelines in collaboration with operations and programme teams. - Organize field monitoring visits and verify data for quality reporting. - Maintain records of activities and assist in preparing reports and presentations. - Update the consultant roster and manage knowledge products in coordination with the Monitoring and Evaluation team. B. Specific Humanitarian Programme-related Responsibilities: - Implement key milestones of the Country Programme focusing on the Humanitarian-Development-Peacebuilding (HDP) Nexus. - Coordinate with the Supply Chain Associate and Logistics Warehouse Assistant for the distribution of dignity kits and reproductive health supplies. - Compile inputs for situation reports (SitReps) and support UNFPA's participation in relevant clusters. C. Programme and Administrative Support: - Provide logistical and administrative support for activities, including procurement and event coordination. - Review Terms of Reference (ToRs) and facilitate payments for consultants. - Liaise with operations and programme teams to ensure smooth workflow and implementation of activities. - Track budgets and expenditures, identifying bottlenecks. - Support collaboration with Implementing Partners (IPs) and ensure compliance with UNFPA policies. D. Coordination, Partnership and Communication: - Prepare communications and information for internal and external meetings. - Assist in preparing background materials and reports for various activities. - Maintain contact lists and support the implementation of communication plans. - Monitor compliance with donor agreements. Other Responsibilities: - Support internal coordination and knowledge-sharing across teams. - Perform additional tasks as assigned by the supervisor and UNFPA senior management team.

Required Qualifications:
Candidates must possess a secondary education with at least six years of relevant work experience. A Bachelor’s degree is preferred and will provide an added advantage. The ideal candidate should have experience in administration, finance, and project management, with proficiency in MS Excel, Word, PowerPoint, and other relevant applications. Strong writing and communication skills are essential, along with the ability to organize work effectively and meet deadlines. The candidate should be able to work harmoniously in a multicultural environment and have experience working with government implementing partners. Familiarity with UN policies and principles is also advantageous.

Educational Background:
The educational requirement for this position is a secondary education, complemented by six years of relevant work experience. Candidates with a Bachelor’s degree will have an advantage, indicating a preference for higher education in fields related to administration, finance, or project management.

Experience:
The position requires a minimum of six years of relevant work experience in administration, finance, and project management. Candidates with experience in finance monitoring will be viewed favorably. The role demands proficiency in various computer applications and the ability to work effectively in a team-oriented environment.

Languages:
Fluency in both Filipino and English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication capabilities within the diverse environment of UNFPA.

Additional Notes:
This is a full-time position with a fixed-term contract lasting one year, with the possibility of extension. The role is classified as non-rotational, indicating that the position will remain in Manila, Philippines. The Programme Associate will be expected to engage in various activities that support UNFPA's mission and objectives, contributing to the overall success of the organization's initiatives.
