Job Overview:
As a Project Analyst at the Bangladesh Resident Mission (BRM) within the South Asia Department (SARD), you will play a crucial role in supporting project administration and portfolio management. Your responsibilities will include providing statistical, administrative, and analytical support to ensure the effective management of ADB-financed projects. You will be involved in reviewing technical reports, bid documents, and evaluation reports, as well as preparing project performance reports and drafting correspondence in accordance with ADB guidelines. Your role will also require you to maintain data integrity through regular validation processes and manage databases for project portfolios. You will monitor contract awards and disbursements, alerting project officers to potential risks and suggesting improvements. Additionally, you will coordinate meetings, assist in planning project performance, and contribute to high-level meetings and reviews. Your analytical skills will be essential in conducting reviews of financial statements and ensuring compliance with financial agreements, while also providing guidance to executing agencies.

Duties and Responsibilities:
The duties and responsibilities of the Project Analyst include:
  • Contributing to the administration of assigned projects by reviewing technical reports, bid documents, and evaluation reports.
  • Preparing project performance reports and drafting correspondence in line with ADB guidelines.
  • Ensuring quality data entry, verification, and retrieval for monitoring tools.
  • Updating eOperation/SovOps records for loans and technical assistance projects and maintaining data integrity through quarterly validation.
  • Managing databases for Bangladesh and sector portfolios and compiling statistical data on projects and processes.
  • Monitoring contract awards and disbursements, alerting project officers to risks, and suggesting corrective actions.
  • Coordinating meetings on portfolio performance, preparing reports, and following up on agreed measures.
  • Assisting in planning project performance and consolidating projections of contract awards and disbursement targets.
  • Preparing for Tripartite Portfolio Review Meetings (TPRMs), Country Portfolio Review Missions (CPRMs), and other high-level meetings. 1
  • Conducting reviews of audited project financial statements and collaborating with financial management specialists. 1
  • Providing guidance to executing agencies and ensuring compliance with financial agreements. 1
  • Assisting in the recruitment of consultants and administration of consultancy contracts. 1
  • Supporting the preparation of Project Completion Reports and TA Completion Reports. 1
  • Processing disbursements for assigned projects and reviewing withdrawal applications for compliance. 1
  • Participating in missions to collect data on contract awards and disbursements and ensuring compliance with ADB safeguards and gender policies. 1
  • Serving as the first point of contact for data and status reports on ADB-assisted projects.

Required Qualifications:
To qualify for the Project Analyst position, candidates must possess a Bachelor's degree in engineering (preferably civil/water resources engineering), agriculture, economics, rural development, business administration, or a related field. Additionally, candidates should have at least 5 years of relevant work experience across sectors, preferably in the agriculture, food, nature, and rural development (AFNR) sector, and/or the water resources sector. Experience in international agencies is considered an advantage. Candidates should have knowledge of contract administration practices, procurement rules and regulations, and safeguard implementation in the local context. The ability to understand operational procedures of multilateral/development financial institutions is essential. Candidates must demonstrate strong analytical thinking, expertise in critical analysis, and understanding of feasibility studies, technical drawings, and design reports related to the AFNR sector. Familiarity with bill of quantities (BOQ), technical design specifications, and bidding requirements is also advantageous. Proficiency in Microsoft software packages is required, along with excellent written and verbal communication skills in English.

Educational Background:
Candidates must have a Bachelor's degree in a relevant field such as engineering (preferably civil/water resources engineering), agriculture, economics, rural development, business administration, or a related area. This educational background is essential to ensure that candidates possess the foundational knowledge necessary for the analytical and administrative tasks required in the role.

Experience:
Candidates should have a minimum of 5 years of relevant work experience in sectors related to agriculture, food, nature, and rural development (AFNR) and/or water resources. Experience in international agencies is advantageous, as it provides familiarity with the operational procedures and practices of multilateral development banks. The experience should demonstrate the ability to manage projects effectively and contribute to the administration and monitoring of ADB-financed projects.

Languages:
Proficiency in English is mandatory, with excellent written and verbal communication skills required for effective interaction with stakeholders. Familiarity with local languages and institutions is considered beneficial, as it can enhance communication and collaboration with local partners and government agencies.

Additional Notes:
This position is open to both internal and external applicants and is classified as a local staff position, meaning it is only available to nationals and permanent residents of Bangladesh. The appointment is fixed-term with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organizational needs. This position is not convertible to a regular appointment, and there is no limit to the number of renewals up to NRD.
